Application Directions for One-Year License with Stipulations
Application Directions for One-Year License with Stipulations
Applications for the current school year must be submitted by June 30th. Applications for the upcoming school year are not accepted until after July 1st.
Teacher
Candidates for this application include the following:
Out-of-State program: Teachers or pupil services staff prepared in another state who have not met Wisconsin testing requirements OR
WI-approved program: Teachers with a bachelor’s degree who have completed all coursework in a WI-approved program, but who have not met all WI-approved program requirements OR
School district, CESA, charter school, or private school need: Only for those individuals hired by one of these entities. Applicants must possess a bachelor’s degree from an accredited institution recognized by the U.S. Department of Education. Entities must be unable to find an acceptable fully licensed educator.
Note: Although Speech and Language Pathologists are considered teachers, there is a separate application. See
Speech and Language Pathologist LWS1
to apply for that license.
How to Apply for One-Year License with Stipulations
1. Determine if you must submit fingerprints
Use
the fingerprint decision tree
to determine if this step is needed. If you have determined that you need fingerprints, submit them electronically via our vendor Fieldprint by following the
Electronic Fingerprint Submission
directions.
2. Gather Documents
Scan all documentation into files (.pdf, .doc/docx, .jpg/jpeg, or .txt) that are 2MB or less in size
Preview the
ELO Conduct & Competency Questions
to see if you will need to provide documentation of any alleged misconduct.
If applying under #2 WI approved program, obtain a completed
PI-1627
form from your approved program. Subsequent requests for renewal will require an employing school district to request the license using the
PI-1624-LWS1
form.
If you are applying under #3 school district need or have already applied via the out-of-state pathway and need an additional one-year license with stipulations, have your employing school district complete the
PI-1624-LWS1
district request form.
Obtain
transcripts
verifying an earned bachelor’s degree.

3. Log in to
Educator Licensing Online (ELO)
Within ELO, make sure you have answered the three
onboarding
questions.
Find the APPLY FOR A NEW LICENSE section of the Quick Start Menu. Select the same choices in the three drop-down in the application screenshots below based on the type of license you are applying for:
Choose "1-Teacher Category" in the drop-down menu
Choose "Request 1 Year License with Stipulations [1115]"
Click the “GO!” button.
Complete each page of the application as instructed. Review your Application Summary and edit information if necessary OR click the “SUBMIT” button to submit your application.
4. Receive Email Confirmation
5. Complete Application on ELO
Click the GO! button next to “Submit C&C and Payment to Complete Application.”
Review your fees.
Complete the Conduct and Competency Questionnaire (14 questions).
Pay with a credit card or pre-paid card. For fee amounts and additional payment information please see

Pupil Services
Candidates for this application include the following:
Out-of-State program
- Pupil services professionals who have previously applied via the
out-of-state pathway
, but need additional time to meet Wisconsin testing requirements; OR
WI approved program
- Pupil services professionals who earned the degree required for their license (master’s degree or higher), who have completed all coursework in a WI approved program, but have not met all WI approved program requirements; OR
School district, CESA, charter school, or private school need
- Individuals with a bachelor’s degree from an accredited institution recognized by the U.S. Department of Education who are hired by one of these entities as they could not find an acceptable fully licensed candidate; OR
Pupil Services - School counselors, School social workers, or School nurses who hold a master’s degree or are enrolled in an approved preparation program that lead to the license for their position. School psychologists must hold a master degree in School psychologist and verify enrollment in an approved preparation program.
How To Apply for One-Year License with Stipulations

district request form.
Obtain
transcripts
verifying an earned at least a bachelor’s degree and evidence of admission into an approved program or transcripts verifying a master’s degree. School psychologists must verify a master’s degree and admission into an approved program.

Out-of-State program:
Pass the required WI tests by August 31 of the year the license expires so the department can consider you for a
Provisional License (Tier II)
WI approved program:
Finish the requirements of your WI approved program so that your preparation program can endorse you for a license. Application directions can be found on the

School district CESA, charter school, or private school need:
Must be employed by one of these entities, enrolled in an
educator preparation program
and complete at least 6 semester credits toward your licensure program by August 31 of the year the license expires.
