Reimbursable services program
We help you get work done in your GSA-controlled office space
The Reimbursable Service Program helps federal and non-federal tenants of GSA-controlled office space to execute projects and access services that are beyond what is covered by rent via a Reimbursable Work Authorization (RWA). After identifying your needs, we scope, estimate, and execute the project/service for you. Examples of support work include: renovations, repairs, alterations, and utility/cleaning services.
How we work: Reimbursable Work Authorizations
You submit a Work Request, or WR, to identify a project or service need. The WR becomes a Reimbursable Work Authorization, or RWA, after you have worked with GSA to finalize all requirements, and both parties have signed. An RWA is a formal agreement between you (the customer) and us (PBS) where we provide goods and/or services and you reimburse us for the indirect and direct costs.
The process is different for federal and non-federal customers.
Federal customers
Request an account
on the GSA PBS Portal, which will let you access eRETA.
Sign in to the
PBS Portal
, access eRETA, and submit a WR identifying the need for project/service.
We’ll assign a project manager to you. Work with them to develop requirements and estimates.
Enter required billing and accounting information into eRETA and send for potential acceptance.
Once we’ve accepted the RWA, sign it. We’ll countersign and then execute the work for you. You’ll receive bills for the cost of services rendered plus applicable GSA fees. Learn more about

Non-federal customers
Contact the
RWA program
.
They’ll route you to the appropriate project manager with whom you’ll work to develop requirements for your project or requested service.
Once you have fully developed your requirements, you’ll complete the
RWA Form 2957
and send it to the same regional RWA manager.

Additional terms and conditions
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as
"all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include
"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
