DYCD Announces the 2026 COMPASS RFP Center-based Awardees.
Contracting Opportunities
The New York City Department of Youth and Community Development (DYCD) invests in a network of community based organizations and programs to alleviate the effects of poverty and provide opportunities for New Yorkers and communities to flourish.
DYCD contracts with various community-based organizations that provide services and activities for youth and low-income populations.
Doing Business with the City of New York
To do business with the City of New York, organizations need to create a vendor account in the City’s
Payee Information Portal
(PIP) (to get paid) and also in
Procurement and Sourcing Solutions Portal (PASSPort)
(for all other contracting actions, including completing vendor disclosures, finding and responding to contracting opportunities, signing the contract upon contract award, and much more). The Mayor’s Office of Contract Services (MOCS) developed and maintains PASSPort.

Pursuant to section 3-04(b)(2)(iii) of the Procurement Policy Board Rules, the Department of Youth and Community Development intends to extend the COMPASS High Programs. COMPASS High programs are for students entering grades 9 and 10. COMPASS High programs are intended to provide encouragement, support and a sense of community to help participants successfully transition from middle school to high school, stay on track through the 10th grade and make the most of their high school experience.
The term shall be July 1, 2024, through June 30, 2026.

Notice of Intent to award messenger-based services to prevent and interrupt gun violence through proven public health approaches.
Pursuant to section 3-04(b)(2)(i)(D) of the Procurement Policy Board Rules, the Department of Youth and Community Development will negotiate with the following Crisis Management Systems (CMS) service providers. The Crisis Management System (CMS) is an integral part of creating and maintaining community safety in New York City. Operating in 28 NYPD precincts that account for more than 50% of the annual gun violence incidents across the City, CMS empowers a network of credible messenger-based services to prevent and interrupt gun violence through proven public health approaches. The term will be from July 1, 2024 to June 30, 2026, with an option to renew for up to two years. Below are the provider’s names, Pin numbers, addresses and the amounts.

FY 2025 COMPASS High Programs Negotiated Acquisition Notice
Pursuant to section 3-04(b)(2)(iii) of the Procurement Policy Board Rules, the Department of Youth and Community Development intends to extend the COMPASS High Programs. COMPASS High programs are for students entering grades 9 and 10. COMPASS High programs are intended to provide encouragement, support and a sense of community to help participants successfully transition from middle school to high school, stay on track through the 10th grade and make the most of their high school experience.
The term shall be July 1, 2024, through June 30, 2026.

Notice of Intent to award messenger-based services to prevent and interrupt gun violence through proven public health approaches.
Pursuant to section 3-04(b)(2)(i)(D) of the Procurement Policy Board Rules, the Department of Youth and Community Development will negotiate with the following Crisis Management Systems (CMS) service providers. The Crisis Management System (CMS) is an integral part of creating and maintaining community safety in New York City. Operating in 28 NYPD precincts that account for more than 50% of the annual gun violence incidents across the City, CMS empowers a network of credible messenger-based services to prevent and interrupt gun violence through proven public health approaches. The term will be from July 1, 2024 to June 30, 2026, with an option to renew for up to two years. Below are the provider’s names, Pin numbers, addresses and the amounts.
