The establishment of Politeknik Penerbangan Surabaya began with the utilization of assets from Regional Office III of the Directorate General of Civil Aviation, Surabaya, in 1989, under the name Balai Diklat Penerbangan Surabaya. This was in accordance with Minister of Transportation Decree No. 22 of 1989, regarding the organization and administration of the Surabaya Aviation Education and Training Center.
