Substance Use Prevention Oversight and Advisory Council (SMPC) The Substance Misuse Prevention Oversight and Advisory Council was established within the Department of Health to improve the health outcomes of all Vermonters through a consolidated and holistic approach to substance misuse prevention. All categories of substances are addressed in this effort, including alcohol, cannabis, controlled substances such as opioids, cocaine and methamphetamines, and tobacco products, tobacco substitutes and substances containing nicotine. Opioid Settlement Advisory Committee (OSAC) The Opioid Settlement Advisory Committee was established by Vermont Legislative Act 118 . The committee will make recommendations on how to spend the state's share of settlement money with drug manufacturers and distribution companies over the toll caused by prescription opioids. Public Comments The public is invited to read about and provide input on state substance use laws and regulations and federal grant applications and reports.
