PNG LEAP
Papua New Guinea Learning Enhancement and Access Project (PNG LEAP)
Overview
The Papua New Guinea Learning Enhancement and Access Project (LEAP or the ‘Project’) will be financed by the World Bank and implemented by the National Department of Education in coordination with Provincial Divisions of Education (PDoE) and church education agencies. The project will support GoPNG to improve quality at early childhood education and prep-G2 levels in project-targeted provinces.
About the Project
The Project consists of four components:
Component 1: Preparing children to be ready to learn through Early Childhood Education (ECE).
The longer-term objective of this component is to ensure children enroll in preparatory grade ready to learn with a strong foundation for future learning. The component will aim to rigorously evaluate cost-effective models to increase access and quality of ECE with a view to scale.
Component 2: Supporting teachers to teach effectively.
This component will scale up the core early grade learning interventions of the ongoing Government of Australia-funded Partnerships for Improving Education (PIE) program to additional provinces. Specifically, these core activities include better teacher guides and lesson plans; reading materials to students; ongoing teacher professional development, and a qualification upgrading program for elementary teachers to obtain a Diploma in teaching Primary. Combined, these activities will improve teacher quality and contribute to the NEP Major Outcome 4 to have sufficient well-trained and qualified teachers to improve learning standards.
Component 2 will comprise of three subcomponents:
Provision of teaching and learning materials.
In-service teacher training and ongoing support including for Head teachers.
Teacher diploma upgrading.
Component 3: Modernizing the infrastructure and the management of the education sector.
This component aims to equip the Ministry of Education with access to high-quality data, a national learning assessment system, and analytical tools to strengthen administration, ensure equity in resource allocation, and improve decision making. The component will also finance improvements in school infrastructure to improve learning and health.
Component 3 will comprise of three subcomponents:
Digitizing education data and business processes including delivering digital infrastructure (internet and solar power) across selected secondary schools nationally.
Investing in the national assessment system focused on primary school aged children.
Needs-based investments in physical infrastructure for schools.
Component 4: Project management, monitoring & evaluation, and capacity-building.
At central and provincial level, this component will finance project management support, including safeguards oversight, short-term technical assistance, grievance management, financial management, procurement, monitoring & evaluation (M&E), project management and support staff, goods, and operating costs. This component will also include the development and implementation of a monitoring and evaluation (M&E) strategy, and capacity-building of key ministry staff.
