Significance
A system that allows individuals subject to conscription for active duty or supplementary service to voluntarily engage in a relevant professional field for a certain period instead of military service, within a scope that does not hinder the recruitment of personnel required for military service, in order to foster and support Research in academics and technologies necessary for national development and key Field, including promising small and medium-sized enterprises.

Persons subject to conscription as supplementary service personnel who have obtained a bachelor's degree in natural sciences and are employed at a Research institute affiliated with a small or medium-sized enterprise selected as a designated company.
Persons currently enrolled in a doctoral degree program in a natural science Graduate at a Research institution selected as a designated company (including those who Class Period for a master's degree in an integrated master's and doctoral program)

Persons employed by a designated company who hold technical qualifications in the technical or skilled Field or a maritime officer's license

Application submitted by the Research institution to the head of the competent regional military manpower office

Implementation of the 2+1 System for Doctoral Expert Research Personnel (Mandatory Doctoral Degree Acquisition) in 2023
System Overview
Mandatory degree acquisition during the service period (within 2 years) for doctoral Expert Research Personnel
This applies to transferees starting in 2023, and doctoral-level Expert Research Personnel from 2022 onwards can complete their service normally without obtaining a doctoral degree during their 3-year service period.
After obtaining a degree within [year], transfer to a corporate research institute, etc., to complete the remaining service period (transfer is cancelled if service is not completed by transferring to another designated military service company).
If the degree is not obtained, a grace period of up to three years is granted, and if it is not obtained after the grace period has expired, the transfer will be cancelled.

Paragraph 3: Persons admitted as Expert Research Personnel in a doctoral program must obtain a doctoral degree within two years from the date of admission.
Paragraph 4: If a Expert Research Personnel in a doctoral program fails to obtain a doctoral degree within two years from the date of their admission, the Commissioner of the Military Manpower Administration may grant a grace period for obtaining a doctoral degree within a range of three years as prescribed by Presidential Decree.

If a doctoral Expert Research Personnel falls under any of the following cases
a. In the case of taking a Academic Leave of Absence or being Expulsion
B. Cases where the pursuit of a doctoral degree is abandoned
C. In the case where a doctoral degree is not obtained within the period pursuant to Article 37, Paragraph 3 (including the grace period under Paragraph 4)
Cancellation of transfer to Expert Research Personnel
Cancellation of transfer
Persons whose enrollment as Expert Research Personnel has been cancelled shall revert to their status prior to enrollment and be subject to mandatory service as active duty soldiers or social service personnel.
Reason for cancellation of transfer
In the case of Academic Leave of Absence or being Expulsion
In cases where service was not performed in the relevant Field of a designated military service company at the time of transfer
In the case of unauthorized absence for 8 days or more in total during the mandatory service period
In cases where Article 38-2 of the Act (provision restricting transfer of blood relatives within the fourth degree of kinship of the head of a military service-designated company) is violated or a transfer is made through fraudulent means, such as making false statements or submitting materials.
In cases where admission or transfer was made through fraudulent means, such as accepting bribes.
Cases where the mandatory service period cannot be completed by the age of 35 (37 for medical officer candidates)
In cases where the graduate Graduate where one is serving closes down, or the designation of a military service-designated company is canceled or qualification is lost, and one fails to serve at another military service-designated company within the 3-month transfer permission period (extendable by 3 months)
Failure to receive a call-up for military Academics without justifiable grounds
Person who has violated the obligation to obtain permission for overseas travel
Persons who have departed the country or are staying abroad without obtaining permission for overseas travel or permission for extension of stay.
A person who fails to return within the permitted period for overseas travel without justifiable reason
Calculation of remaining service period
The remaining service period is calculated in proportion to the service period.

Natural job change
In the case where a person who has completed a doctoral degree program in a natural Graduate and was transferred to the Expert Research Personnel obtains a doctoral degree from the said Graduate
In cases where the Graduate where one is serving closes down or the designation as a military service-designated company is revoked
Cases where one is unable to perform Research duties for six months or more due to the suspension of the Graduate where they are currently serving
Approved transfer
If a Expert Research Personnel in a doctoral program wishes to serve at another Research institution designated as a military service provider (such as a corporate research institute designated as a military service provider) (employment consent form required)
In cases where a person who committed a violation out of necessity due to the instructions of the head of a military service-designated company reports the fact within 30 days from the date of the violation
Job application
Application for Enrollment as Expert Research Personnel, Industrial Technical Personnel, etc.
Employment consent form issued within one month by the head of the designated military service company to which the individual will transfer to serve

Overseas travel permit
Overseas travel (dispatch (business trip)
During the total mandatory service period, overseas travel for training and work performance related to the relevant Field is permitted within a range of one year, and a period of up to three months is recognized as service in the relevant Field.
However, if permission is obtained for reasons determined by the Commissioner of the Military Manpower Administration, the entire period (a total of one year) shall be recognized as service in the relevant Field.

Overseas travel (individual travel)
You can travel abroad individually using your vacation time.
Required documents for issuance of a recommendation letter for overseas travel permission: Recommendation letter for overseas travel permission, recommendation letter from academic advisor, application form for official overseas travel, proof of academic conference (business trip)

Notification of changes in personal information
The head of a designated military service company must notify the relevant regional military manpower office of any change in personal information within 14 days from the date the reason for the notification occurs.
Reason for change in personal information
When suspending the doctoral degree program, such as by Expulsion from a designated military service company or Voluntary Withdrawal.
Voluntary Withdrawal , etc.: Documents proving the fact, such as a Voluntary Withdrawal(or waiver) form, service record
Expulsion, etc.: Supporting documents related to Expulsion, service record
In the case of obtaining a doctoral degree
In cases where service in the relevant Field was not performed at a designated military service company at the time of transfer
In the case of obtaining sick leave exceeding 30 days in total during the mandatory service period
Medical certificate, service record, copy of service status report (documents proving days exceeding 30 days)
In cases where domestic Academics and training or dispatched work (business trip) lasting less than 3 months is conducted
In cases where dispatched work is performed between military service-designated companies
Cases of failure to perform mandatory service due to absence, unauthorized absence, suspension of a military-designated company, suspension, or other reasons
Notification of changes in personal information
Personnel transferred as Expert Research Personnel are called up for basic military Academics at military units during their service period
For those who were unable to receive the Academics summons due to reasons such as overseas assignment (business trip), the Academics shall be conducted when the reason is resolved.
If a Expert Research Personnel receives a call-up for Academics and their transfer is canceled during mandatory service, resulting in them serving as a social service worker, they may serve immediately as a social service worker without receiving another call-up for military Academics.
Basic Policy
As a general rule, it shall be conducted within 6 months of transfer.
Call-up for military Academics is possible at one's own discretion. However, persons falling under any of the following categories are restricted from making such a choice.
People whose military Academics call-up date has already been set
Persons who have passed 6 months or more since being assigned as Expert Research Personnel or industrial technical personnel
Persons who have canceled their selection of military Academics call-up dates two or more times in the relevant year
