Pipeline Safety Program Pipeline Safety Program 24 Hour Emergency # - 217-782-5050 The Illinois Commerce Commission’s Natural Gas Pipeline Safety section is charged with inspection and enforcement activities applicable to intrastate natural gas transmission, distribution, gathering pipeline facilities, liquified natural gas and liquid propane gas meeting 49CFR §192.1 (5) requirements. The inspections are conducted to assure compliance with all Federal and State safety rules and regulations pertaining to the design, construction, operation and maintenance of those facilities. The Pipeline Safety section does not respond to investigate every gas leak or emergency reported to gas operators. Gas leaks and emergency response by the gas operators are reviewed during various audits conducted by Pipeline Safety staff. However, it does respond to and investigate incidents involving jurisdictional natural gas facilities, liquefied natural gas (LNG), and liquefied petroleum gas (LPG) facilities, as defined under 49 CFR §192.1(5), when such incidents result in hospitalization due to injury, a fatality, or property damage exceeding $50,000 caused by a release of gas from a pipeline. The Pipeline Safety section does not inspect interstate gas or hazardous liquid pipeline facilities. The Illinois Commerce Commission’s requirements for the certification of intrastate natural gas lines are contained in Section 8-406 of the Public Utilities Act (PUA) and the certification requirements for hazardous liquid pipelines are contained in Section 15-401(b) of the PUA.
