The mandate of the Ministry was primarily to secure a clean, healthier, and sustainable environment that will be conducive for tourism, economic growth and wellbeing of its citizenry.
In the year 2005, two offices were created under the Ministry namely: Office of Environmental Services (OES) and Office of Drainage Services (ODS).

The Office has Administration and Human Resource, Environmental Health, Legal Services, Enforcement and Advocacy, Environmental Management, Planning Unit, Finance and Account, Public Affairs and Research, Internal Audit, Procurement and ICT.
Office of Drainage Services & Water Resources
The Office has Administration and Human Resource, Finance and Account, Drainage Construction / Dredging, Drainage Maintenance and Operation / EFAD, Drainage Enforcement and Compliance, Water Resources, Project and Planning.

In accordance with the Executive Order E0/BOS/01 of the Executive Governor of Lagos State Babajide Sanwo-Olu signed on the 16th of July 2024, regarding the compulsory registration on Lagos State Health Scheme (LSHS) for ALL residents of Lagos State.
The scheme also aligns with the National Health Insurance Authority (NHIA) act of 2022 that makes Social Health Insurance mandatory for residents of Nigeria.
The scheme seeks to promote Universal Health Coverage that guarantees residents of Lagos State access to quality health care services irrespective of socio-economic status.
To achieve this goal it has become MANDATORY for Individuals, Organizations and Associations that seek access to ANY service of the Ministry of the Environment and Water Resources to show evidence of subscription to the Social Health Insurance Plan through the Lagos State Health Management Agency (LASHMA) or Lagos State National Health Insurance Authority (NHIA) accredited private health Insurance provider before ANY service can be provided.
