The Office of Aging and Adult Services (OAAS) was formed within the Department of Health as a healthcare reform initiative, bringing together all of the long-term care programs that serve older adults and people with adult-onset disabilities.
The Office of Aging and Adult Services aims to develop, provide, and enhance services that offer meaningful choices for people in need of long-term care. The office is committed to developing a long-term care system that provides choice, ensures quality, meets the needs of consumers and caregivers, and does so in a fiscally responsible manner.

Our Goal
The Office of Aging and Adult Services (OAAS) provides access to quality long-term services and supports for older adults and adults with disabilities in a manner that supports choices, informal caregiving, and effective use of public resources.
What We Do
Administer and manage a number of different programs designed to provide access to services for older adults and individuals with adult-onset disabilities so that they may live as independently as possible;
Promote quality care in facility-based long-term care services in both private nursing facilities and OAAS-operated nursing facilities; and
Complete timely investigations of adult abuse, neglect, exploitation, and/or extortion in the community.
OAAS Services
Facility-Based Services
OAAS staff process admission requests for nursing facilities statewide. Those interested in nursing facility care may apply directly to the nursing facility of their choice or contact Louisiana Options in Long-Term Care to apply for pre-admission certification.
OAAS also operates one nursing facility in Jackson, Villa Feliciana Medical Complex, which provides specialized care and rehabilitative services to medically complex residents.

Home and Community-Based Services
OAAS has several programs to help older adults and individuals with adult-onset disabilities maintain their independence.
These programs offer services in the home or in community-based settings to qualifying individuals.
OAAS offers many types of assistance, including hands-on assistance with self-care, home modifications, technology, and therapies.
Programs include:
Adult Day Health Care (ADHC) Waiver
Community Choices Waiver (CCW)
Long Term-Personal Care Services (LT-PCS)
Program of All-Inclusive Care for the Elderly (PACE)

Transition Services
OAAS has programs that help people currently in an institutional care setting move or “transition” into the community to receive long-term care services if that is their choice. Programs include:
My Place Louisiana
, also known as Money Follows the Person, helps OAAS participants who are currently residing in a nursing facility/institution transition into the community. Learn more about My Place Louisiana

Traumatic Brain and Spinal Cord Injury Program (TBSCI)
This program helps people who survive traumatic head or spinal cord injuries return to a reasonable level of functioning and independent living in the community.

State Personal Assistance Services (SPAS) Program
This program helps people with significant disabilities by assisting them with their activities of daily living, to support and to enhance their employability and/or to avoid unnecessary institutionalization.

Permanent Supportive Housing (PSH)
This program links affordable rental housing with voluntary, flexible, and individualized services to people with significant and long-term disabilities. This service enables these individuals to live successfully in the community. Learn more

Adult Protective Services (APS)
APS is responsible for investigating reports and arranging for services to protect vulnerable adults ages 18 to 59 and emancipated minors who are at risk of abuse, neglect, exploitation, or extortion.
APS investigates:
Physical abuse
Sexual abuse
Emotional abuse
Financial exploitation
Caregiver neglect
Self neglect
All Louisiana residents
are required to report suspected cases of abuse, neglect, and/or exploitation.  Reports may be made 24 hours a day, 7 days a week.

Facility-Based Programs
A nursing facility provides 24-hour care for rehabilitative, restorative. and ongoing skilled nursing care to patients or residents in need of assistance with activities of daily living such as bathing, dressing, transferring, toileting, and eating.
