Bureau of Engineering Services
Engineering is a crucial element in the protection of the public's health. Our engineering staff functions in program development, technical direction, and critical decision making for many diverse public protection issues around Louisiana.
The scope of Engineering Services reaches out impacting individuals, businesses, institutions, and communities for the protection of public health. Major responsibilities include administration of the Safe Drinking Water Program, Community Sewage Program, Operator Certification Program and State Public Pool regulations. Examples of activities include plan reviews and permits for new construction or modification of drinking water facilities, wastewater facilities, institutions, state-owned facilities, and public pools as well as inspection, sampling, and supervision of public water supplies.

Programs & Initiatives
Safe Drinking Water Program
The Safe Drinking Water Program provides comprehensive drinking water protection to the citizens and visitors of Louisiana supervising over 1,300 public water systems
Operator Certification Program
Operators of both Water and Wastewater facilities are required to meet requirements set forth by the Environmental Protection Agency, the Committee of Certification, and as required by State law.
Drinking Water Revolving Loan Fund
The Drinking Water Revolving Loan Fund Program (DWRLF) was established to provide low-interest loans and technical assistance to public water systems in the state to assist them in complying with Federal and State drinking water regulations and to ensure that their customers are being provided with safe drinking water in order to protect the public health.

, projects submitted to LDH for a permit must be entered in the LDH Engineering Services Plans Review Portal (online application) by the Project Engineer (or his/her designee). The project review will not start until the project has been entered in the Plans Review Portal

Project Engineers can view and receive updates regarding the progress of their submitted projects via the
Plans Review Portal
To acknowledge completion of a permitted project after construction, make sure to submit a
Certification of Construction Form
to the regional engineering office.

Louisiana State Plumbing Code
- In accordance with Act 836 of 2014, the Louisiana State Plumbing Code [Part XIV (Plumbing) of Title 51 (State Sanitary Code) of the Louisiana Administrative Code (LAC)] will be null, void, and unenforceable on and after January 1, 2016. As required, the Louisiana State Uniform Construction Code Council (LSUCCC) will promulgate State plumbing regulations with an effective date of January 1, 2016.
