Act 47 - North Allegheny School District Act 47 of 2025 (Act 47) requires the parents or guardians of any student enrolled in a cyber charter school to complete the  Cyber Charter School Enrollment and Residency Verification Form by March 1, 2026, and to provide proof of the student's residence to both the cyber charter school and the school district of residence. For each subsequent school year, parents/guardians must submit continued proof of the student's residence to the cyber charter school and the school district of residence by November 1 and March 1. Parents/guardians of students experiencing homelessness are not subject to this requirement. Acceptable Proof of Residency The law identifies the following as acceptable proof of residency: An active residential lease agreement or a mortgage agreement no more than three months old A bank statement no more than three months old A tax bill no more than three months old An insurance document no more than three months old A valid vehicle registration A valid driver's license or Pennsylvania Department of Transportation identification card A piece of mail sent by the federal or state government such as benefits information, voter registration, or tax documents Because these provisions were enacted during the current school year, the Department recognizes implementation timelines are condensed for schools and families. These requirements are mandated by statute, and the Department is therefore obligated to implement them in accordance with Act 47.
