Right to Information
Dr YS Parmar University of Horticulture and Forestry, Solan, was established on 1st
December, 1985 with the objective to promote education, research and extension education in the
fields of Horticulture, Forestry and allied disciplines. Late Dr. Yashwant Singh Parmar, the
first Chief Minister and the architect of Himachal Pradesh perceived the importance of
Horticulture and Forestry to develop and improve the State economy which led to the
establishment of this University. Its history lies in erstwhile Himachal Agricultural College,
Solan, established in 1962 and affiliated to the Panjab University. It became one of the
campuses of Agriculture Complex of Himachal Pradesh University on its formation in 1970.
Consequent upon the establishment of Himachal Pradesh Krishi Vishvavidyalaya in 1978, this
campus became its Horticulture Complex and finally in 1985, assumed the status of a State
University, being the only University in the country engaged exclusively in teaching, research
and extension in Horticulture and Forestry.

Responsible to develop and co-ordinate research in the departments and research
stations of the university, promote inter-disciplinary collaboration in research

all researches conducted within the teaching departments by members of the staff and
post-graduate students of the departments in the university in co-operation with the
Deans of the colleges.

the university in co-operation with the Deans and the Director of Research. To
supervise and control the field activities of the extension specialist of various
disciplines. Also responsible for initiation, organization and conduct of extension
education programmes of the university

Finance Officer of the University. Responsible to regulate all accounts and effect
internal inspection of accounts in the university campus and research stations. Also
responsible to prepare and present the annual accounts and balance sheet to the
statutory auditors for examination and certification.
Estate Officer
Responsible to get designs, plans and estimates prepared for construction work of
the university and to maintain buildings, roads, lands and other physical facilities
of the university. To provide protection against theft, fire and other dangers. Also
responsible to organize and supervise such services as water, electricity,
communication and operation and maintenance of university vehicles.
Librarian
Responsible to maintain the library and to organize its services. Also responsible
for the purchasing, receiving and accessioning all library materials such as books,
periodicals, journals etc. To initiate, participate and co-operate in programs
designed to stimulate and encourage the use of library facilities by student and
staff.
Students' Welfare Officer
Responsible to arrange for the housing and messing of the students and to exercise
general control and supervision over the physical education programs and other
co-curricular activities of the students. Also responsible to deal, in consultation
with the Deans, with the students indiscipline and other irregularities in the
hostels.

Centrally preparation of salary bills of 1100 Teaching and Non-Teaching employees of the university including outsation on the basis of changes in their pay and status.

Maitain the Income Tax Account by submitting quarterly TDS Statement through NSDL and deposit the amount of Income Tax deducted from the salary bills in government account every month.
Verification of salary in respect of those employees, who are seeking personal and HBA loans from bank(s)
To prepare ECRs of employees on the basis of deparments/KVKs.
Disbursing information sought under RTI Act of 2005.
Dealing leave encashment cases of retired university employees.
Central store
The Store Purchase Organization is maintaining the stores of those items which are required by various Departments/Offices in day to day use. The Organization is dealing with all the purchase cases of centralized as well as non-centralized items as per rules provided under the Store Purchase Procedure. The purchase cases of the items required by the Departments/Offices which are not available with the Organization are also dealt with. The major activities of the Store Purchase Organization are to conclude Annual Rate Contracts, Maintenance Contracts, replenishment of Central Stores and to place all types of cases before the Central Purchase Committee constituted by the Vice-Chancellor in the month of April every year.

Centrally preparation of salary bills of 1100 Teaching and Non-Teaching employees of the university including outsation on the basis of changes in their pay and status.
To get the bills and its schedules pre-audited from the state audit department on the basis of supporting documents and submit the bills for further issuance of cheques to the Accounts Branch and also do the email to the respective branch.
To deduct an average income tax of the officials/officers on the basis of direct taxes.
Issuance of form-16 on the basis of TDS at the end of the every financial year.
Preparation of all types of arrears occure due to Dearness Allowance, Revision of Pay Scale, Promotion and Fixation of Employees.
Maitain the Income Tax Account by submitting quarterly TDS Statement through NSDL and deposit the amount of Income Tax deducted from the salary bills in government account every month.
Verification of salary in respect of those employees, who are seeking personal and HBA loans from bank(s)
To prepare ECRs of employees on the basis of deparments/KVKs.
Disbursing information sought under RTI Act of 2005.
Dealing leave encashment cases of retired university employees.
Central store
The Store Purchase Organization is maintaining the stores of those items which are required by various Departments/Offices in day to day use. The Organization is dealing with all the purchase cases of centralized as well as non-centralized items as per rules provided under the Store Purchase Procedure. The purchase cases of the items required by the Departments/Offices which are not available with the Organization are also dealt with. The major activities of the Store Purchase Organization are to conclude Annual Rate Contracts, Maintenance Contracts, replenishment of Central Stores and to place all types of cases before the Central Purchase Committee constituted by the Vice-Chancellor in the month of April every year.
