February 25, 2026
Hospital for Special Care (HFSC) has appointed R. Moses Vargas, Esq. as Chief Legal Officer and Vice President of Government Affairs. In this role, Vargas is responsible for leading and managing all legal affairs, regulatory compliance, and government relations for Hospital for Special Care and its affiliates.
He has an extensive background in health care law, and has authored several pieces in legal publications focused on HIPAA and patient privacy laws. Vargas is also an Adjunct Professor at the University of Connecticut School of Law, where he teaches “Healthcare Legal Operations,” a course on key federal and state laws that are integral to the health care delivery system industry and how to provide legal advice to hospital administrators and personnel.
“Moses joins us at a pivotal moment, as we prepare to launch an ambitious strategic plan focused on expanding our service lines, strengthening our workforce, and making investments in infrastructure and our environment of care,” said Crista F. Durand, MBA, FACHE, HFSC President & CEO. “His leadership and track record in helping guide large-scale growth initiatives will be key as we evolve our organization and implement our plan to ensure our future as an independent, not-for-profit specialty hospital.”
Vargas began his legal career as a health care transactional/regulatory lawyer for Robinson + Cole, LLP. He holds a bachelor’s degree, Master of Social Work and Master of Business Administration from the University of Utah, and his Juris Doctorate from the University of Connecticut School of Law.
