Office of Retail Market Development (ORMD)
The Office of Retail Market Development was created pursuant to Public Act 094-1095 because the Illinois General Assembly recognized that in order "for Illinois consumers to receive products, prices and terms tailored to meet their needs, a competitive wholesale electricity market must be closely linked to a competitive retail electric market." The Act directs the ORMD to "actively seek input from all interested parties and to develop a thorough understanding and critical analyses of the tools and techniques used to promote retail competition in other states. The Office shall monitor existing competitive conditions in Illinois, identify barriers to retail competition for all customer classes, and actively explore and propose to the Commission and to the General Assembly solutions to overcome identified barriers.

Consumers may learn about residential electric competition in Illinois at the ICC’s consumer education website. Review a list of certified suppliers and compare their offers with your utility’s default rate.
ARES
Alternative retail electric suppliers (ARES) offers electric power or energy for sale for residential and commercial customers within the state. Here you will find helpful information such as a list of ICC certified ARES, filing requirements, and forms.
Agents, Brokers, and Consultants (ABC)
Agents, brokers, and consultants is any person or entity that attempts to procure on behalf of or sell retail electric service to a customer. A list of certified ABCs, forms, filing requirements, and other helpful information can be found here.
