Future of Gas Proceedings
In March 2024, the ICC
initiated
a statewide Future of Gas proceeding that will commence with public workshops to develop a detailed action plan for Illinois gas utilities’ future infrastructure investments. The Future of Gas proceeding will evaluate the impacts of Illinois’ current decarbonization and electrification goals on the natural gas system.
The main goal of the proceeding is to explore issues tied to decarbonization of the gas distribution system, including how the gas system may need to adapt. Additionally, the proceeding will develop recommendations for any future Commission action and any necessary legislative changes.

Action Plan for Illinois Gas Utilities
To increase transparency and remedy an information asymmetry between the gas companies, the ICC, and interested stakeholders, the Commission has directed each gas utility to file Long-Term Gas Infrastructure Plans on a biennial basis beginning in mid-2025. These infrastructure plans should be designed to include information related to the gas utilities’ internal decision making.

ICC staff are hosting a series of workshops to provide stakeholders an opportunity to share input on the future of Illinois’ gas system. Workshops are open to the public and facilitated by
Celia Johnson Consulting.

Background
The Commission has the authority to regulate natural gas delivery services in Illinois under the Illinois Public Utilities Act (PUA). In November 2023, the Commission directed ICC staff to initiate a future of gas proceeding in several gas rate case orders.
The ICC issues rate case decisions after closely scrutinizing a utility’s rate case filings and any additional materials submitted by the utility, Commission staff, and various interveners in an 11-month legal proceeding. The process aims to ensure the utility receives the necessary funds to provide safe and reliable service to customers and to maintain and replace aging infrastructure at a reasonable cost to ratepayers. In accordance with PUA, these costs are only recoverable if a utility demonstrates they are reasonable and prudent. Detailed information on each of the recent rate cases can be found below.
