Home - Rules of Conduct - Nevada State Library, Archives and Public Records at Nevada State Library and Archives Rules of Conduct Rules of Conduct Policy The State of Nevada welcomes all visitors to the NLSA Building where staff provide excellent service in a pleasant and safe atmosphere. In addition to obeying all applicable federal, state, and local laws, visitors shall engage only in activities normally associated with the use of state buildings. The State prohibits behaviors and activities that interfere with any person’s safe, secure, and respectful pursuit of state services and use of the building. Conduct that endangers or disturbs visitors or staff in any way, or that hinders others from obtaining State resources is prohibited. This includes, but is not limited to: Loud, unruly, or offensive behavior; Harassing, hostile, or threatening language or behavior; Sleeping on the premises; Stealing, destroying, damaging, or vandalizing property; Smoking, including the use or any tobacco or vapor product; Unauthorized use of alcoholic beverages; Drug use; Consuming food or drink in restricted areas or near electronic equipment; Disruptive use of electronic or communication devices; Unauthorized selling or solicitation; Wearing insufficient clothing (e.g., no top, no bottom, no shoes, etc.); Creating or emanating an odor that causes a nuisance; Posing health risks to others; Conduct that is likely to cause personal injury to oneself or others; Unauthorized or improper use of library facilities or property (e.g., bathing, cooking, shaving, washing clothes, skateboarding, camping, overnight parking, etc.; and Restricting or impeding access to entrances, exits and any other passageways to offices in the building. Vulnerable persons and children under the age of 16 must be supervised by a caregiver who assumes responsibility. A vulnerable person is defined as person who is not reasonably able to care himself/herself and/or not able to manage his/her own behavior without assistance. The offices within the NSLA Building reserve the right to limit the type, size, and number of items brought into the building as necessary to prevent interference with the delivery of state services and/or prevent any danger to the health and safety of any person in the building. This includes, but is not limited to, the following restrictions on personal property: Animals (except for “service animals” as defined by the ADA or NRS 426.097) may not be brought inside the building. Possession of a weapon or dangerous item of any kind is prohibited in the building. Personal items may not be left unattended. The State of Nevada is not responsible for personal items that are lost, stolen or damaged. Wheeled conveyance items are prohibited, except for assistive devices for persons with disabilities; strollers; and small transportation items (e.g., skateboards, roller blades and non-motorized scooters) if carried and kept out of aisles. Failure to comply with reasonable staff instructions relate to compliance of enforcement of the Rules of Conduct.
