Senate Bill 79: Regional Map | Metropolitan Transportation Commission Senate Bill 79: Regional Map As the Metropolitan Planning Organization (MPO) for the San Francisco Bay Area, MTC is responsible for producing a map of the areas in the region where Senate Bill 79 (SB 79) applies. Credit Joey Kotfica Senate Bill 79 (SB 79 – Wiener, 2025), the Abundant and Affordable Homes Near Transit Act , was signed into law on October 10, 2025 and is codified in Government Code §§ 65912.155–65912.162. The law allows for more housing in areas with the state’s best public transit service. In the Bay Area, it applies to most parcels that are zoned for residential, mixed-use or commercial development: In Alameda, San Francisco, San Mateo and Santa Clara Counties, and Located within a half mile of: BART, Caltrain, Muni Metro and VTA light rail stops, or AC Transit or Muni bus rapid transit stops. SB 79 requires MPOs to produce maps of the geographic areas where the law applies. Working with transit agencies and local governments, MTC has developed a preliminary draft map of these TOD Zones. Preliminary Draft Map A preliminary draft map is now available. A version of this map that reflects any updates in response to factual errors will become official on July 1, 2026, when SB 79 goes into effect. Report any errors to MTC staff by submitting a comment form or an email to info@bayareametro.gov. Please include documentation in your comment. Because MTC does not have discretion in its interpretation of SB 79, only documented comments on factual errors can be used to update the map.
