Plan Bay Area 2040 | Metropolitan Transportation Commission Plan Bay Area 2040 Plan Bay Area 2040, a previous long-range Regional Transportation Plan and Sustainable Communities Strategy for the nine-county San Francisco Bay Area, was adopted in July 2017. Staff from MTC and the Association of Bay Area Governments (ABAG) created a regional plan that would support a growing economy, provide more housing and transportation choices, and reduce pollution caused by transportation. Plan Bay Area 2040 was an important roadmap for: Forecasting transportation needs through the year 2040 Maintaining diverse communities Adapting to the challenges of future population growth Read Plan Bay Area 2040 Plan Bay Area 2050+ The current long-range regional plan is Plan Bay Area 2050+, which was adopted on March 25, 2026. Climate Action Plan Bay Area grew out of the California Sustainable Communities and Climate Protection Act of 2008 (California Senate Bill 375, Steinberg), which requires each of the state’s 18 metropolitan areas – including the Bay Area – to reduce greenhouse gas emissions from cars and light trucks. The first Plan Bay Area was adopted in 2013. The update, Plan Bay Area 2040, was adopted in 2017. Plan Bay Area 2040 Public Comments Public comments were key in the development of Plan Bay Area 2040, and those comments helped inform the final decisions that shaped the plan. MTC/ABAG staff collected comments at open houses, virtual open houses, at commission and board meetings, and in writing. Read the public comments on the Plan Bay Area website.
