Joint Requirements Council
The Joint Requirements Council (JRC) validates capability gaps, associated with operational requirements and proposed solution approaches to mitigate those gaps through the Joint Requirements Integration and Management System (JRIMS), leveraging opportunities for commonality to enhance operational effectiveness directly and better inform the DHS’ main investment pillars.
The JRC advances the goals and objectives set forth by the Secretary toward building a more unified and operationally effective and efficient organization through a component-driven process. Through that, the JRC enables DHS organizational energy to remain focused on priorities and to take advantage of opportunities for collaboration across the Department. The JRC improves operational effectiveness by the reduction of unnecessary duplication and redundancy for the application of DHS’ resources.
The JRC is an operational component-composed, component-driven, executive body that governs the Department’s operational requirements process for generating, validating, and prioritizing capability gaps, needs, concept of operations, and requirements. The JRC serves as an independent oversight body representing the operator’s perspective in senior leadership decision making for capability investment.
The JRC is comprised of the Principals Council – the operational Components (Cybersecurity and Infrastructure Security Agency, U.S. Customs and Border Protection, Federal Emergency Management Agency, U.S. Immigration and Customs Enforcement, U.S. Secret Service, Transportation Security Administration, U.S. Coast Guard, and U.S. Citizenship and Immigration Services), I&A, Management, CIO, Policy, and S&T.
The key tasks of the JRC are to:
Govern JRIMS execution to enhance operational effectiveness directly and better inform the DHS’ main investment pillars.
Build Component Requirements capacity and capability to provide expertise Department-wide.
Establish and oversee functionally aligned portfolio structures to enhance joint collaboration.
