Starting immediately, for occupancies effective in the second half of FY24, GSA will send the first OA right before lease or construction contract award, based upon actual bids. This timing change will greatly reduce the volume of OAs sent to customers. The award OA will document a customer’s financial obligation to GSA once a contract is awarded. All OAs will, therefore, represent a pending contract action waiting for customer approval and OA approval is needed in a timely manner to avoid delaying your project. As part of the project planning process, GSA will continue to provide Client Project Agreements (CPAs) around 30 months prior to a customer’s occupancy effective date (for non- prospectus projects). For prospectus projects, CPAs will be provided around 12-18 months before OMB submission, at the end of strategic requirements development. The CPA is not a financial commitment. It records the high level parameters for your space and the project’s initial financial estimates. The financial obligation comes later upon approval the OA sent shortly before contract award. When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
