About GRIPS
GRIPS Alliance
GRIPS Alliance was established in FY 2013 to form a policy community that bridges the legislative and executive branches and the private sector, and to promote policy innovation. By collaborating with central government ministries, which are the frontline of policy, it conducts strategic and issue-based policy research on important issues that arise in real time.
While GRIPS emphasizes education aimed at enhancing the skills of domestic and international public officials as an educational and research institution, GRIPS Alliance has a stronger focus on being a research institution. It particularly emphasizes addressing issues that are difficult to solve within existing frameworks and aims to advance more practical and sophisticated policy research.
By allowing policymakers to tackle policy issues without being confined to traditional policy frameworks or ministry boundaries and by integrating the results of policy research at GRIPS, new approaches to problem-solving emerge. This process is akin to working in a "studio" that generates new added value, and GRIPS Alliance aims to become exactly such a "policy studio".
■ The Mission of GRIPS Alliance
To become a policy studio that transcends the boundaries and segmented structure of politics, government, and academia.
To underscore the importance of approaching policy matters from new perspectives and elevating them as pertinent issues, rather than adhering to established methods and ideas.
To offer a platform for discussion rooted in expert knowledge on policy issues that pose challenges beyond the capacity of a single ministry or where collaboration among multiple ministries is insufficient.
To value and respect free discussion on policy.
To conduct training activities that transcend ministry boundaries.
■ Contemporary Significance of GRIPS Alliance
By fostering collaboration among public officials, politicians, academia, and the private sector to advance creative policy research, it can generate policies and strategies that would not emerge from conventioinal wisdom.
To cultivate timely and optimal human capital engaged in policymaking.
To foster international policy dialogue and cooperation among Asia, the Americas, and Europe in Japan, which is positioned at the intersection of the Global South and developed countries, transcending ministerial and positioinal boundaries.
■ Organizational Structure of GRIPS Alliance
Based on GRIPS' internal and external partnerships, GRIPS Alliance encourages the participation of ministries and affiliated agencies in its initiatives, aiming to establish a loose organization characterized by multidimensional and organic connections in its entirety.
The basic management policies of GRIPS Alliance are discussed at the Administrative Committee and the Board of Advisors to the President.
The Board of Advisors to the President is attended by Advisors to the President, who are former bureaucrats representing various ministries, and Senior Policy Fellows, who are current senior officials from various ministries, to discuss cross-ministerial administrative issues.
Research groups and subcommittees are established based on the discussion held within the Administrative Committee and the Board of Advisors to the President, and research projects are undertaked in cooperation with ministries, affiliated agencies, and GRIPS faculty.
