International Collaboration
NDMA’s International Collaboration (IC) Wing builds strategic partnerships with global and regional stakeholders to enhance disaster risk management and climate resilience. Through diplomatic missions, federal engagements, and international forums, the IC Wing works to secure technical support, capacity building, and critical resources for disaster response.
IC seeks strategic partnerships focused on highlighting the Early Warning System and other capabilities of NEOC to key global and regional organizations. By engaging with delegations from groups such as the Commonwealth, ASEAN, SCO, ECO, SAARC, European Union, African Union and others, we aim to showcase NEOC’s operational excellence, fostering opportunities for collaboration and potential replication across various countries and regions.

Regional and Military Collaboration
The Regional and Military Collaboration Wing fosters regional and international collaboration in Disaster Management and Risk Reduction. It acts as a conduit between NDMA and its counterparts, regional organizations and military components in friendly countries for proactive disaster management.
In pursuit of its mission, the wing focuses on fostering mutual learning and knowledge exchange with partner institutions. Through structured engagements and collaborative programs, it emphasizes the importance of sharing best practices, refining operational strategies, and building collective capacity. These efforts not only strengthen institutional resilience but also ensure that regional and military stakeholders are better equipped to respond effectively to natural and man-made disasters.

National Resources And Risk Financing
Pakistan is leveraging its private sector, diaspora, and institutional strengths to build national disaster resilience. By fostering public-private partnerships, promoting innovation, and mobilizing philanthropy, the country aims to embed disaster preparedness across industries and communities.
A resilient Pakistan depends on a robust and diversified financial approach to disaster and climate risk. The strategy includes developing a national roadmap for climate and disaster risk financing, building a portfolio of bankable resilience projects, and deepening engagement with international climate funds. Collaborations with financial institutions are underway to launch innovative tools, while regional data sharing and localized financing models are being promoted. Supporting this vision are initiatives to create a centralized knowledge platform, develop enabling regulatory environments with the State Bank and SECP, and prepare contingency financing mechanisms in partnership with multilateral institutions.
