Program features
HCaTS offers agencies a reliable, flexible, and efficient way to obtain best-value solutions for complex human capital and training requirements. These contracts expand procurement options while also creating new opportunities for small businesses to support federal initiatives. HCaTS pools and NAICS codes
Each HCaTS vehicle encompasses two pools that are solely defined by the NAICS codes each pool is comprised of. At the time of master contract award and option exercise, all NAICS codes in each pool shared the same small business size standard, which remains in effect for the duration of the HCaTS contracts’ period of performance. Task orders should be solicited among and awarded to contract holders in the pool that contains the NAICS code corresponding to the scope of the task order.
