The
Leasing Portal
lets building owners and their representatives complete our forms online and submit lease offers to us more efficiently than paper submissions. It also houses the Tax Tool, which allows lessors to submit and manage tax adjustment requests, and submit tax appeal requests.

Kahua is our enterprise-wide
Project Management Information System
for both federal and leased projects. All contractors and GSA employees must use it. Project managers and other team members use the tool to exchange information as they collaborate on various activities throughout the project lifecycle. Examples include requirements development, document review, requests for information, schedules, design reviews, inspections, and punch lists.
Present Value Analysis workbook
Input your data into one of the following Present Value Analysis workbooks to conduct present value analysis of lease proposals:

Both workbooks include inputs for overtime heating, ventilating, and air conditioning rates, stepped rental rates, free rent, offerors’ overhead fees, broker commission credit, and lump sum payments. They also provide a discount rate of 5% and an inflation factor of 2.5% as provided by the

. Note that the workbook, “

.xlsx,” allows for evaluation of the overhead fees against the Tenant Improvements. The second workbook, “

.xlsx,” allows for evaluation of the overhead fees against the Building Specific Amortized Capital, in addition to the Tenant Improvements.

Additional terms and conditions
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as
"all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include
"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
