Payroll shared services
We provide several administrative tools for client agencies and employees. We have been a cross-service provider of payroll services for over 35 years. It provides a full range of payroll services for over 18,600 employees, which includes our agency and more than 30 independent agencies or presidential commissions.
We have experience in serving agencies with quasi-government employees and can handle unique payroll conditions, based on client-agency charters. It has been recognized as a leader in using innovative systems that implement timely legislatively and regulatory directed employee benefit programs.
Our payroll services include processing of all transactions affecting an employee’s entire service life—from initial hire through final payment at separation and submission of retirement records to the Office of Personnel Management. We also provide customers with quick, accurate, and real-time information regarding their pay accounts. Employees of client agencies even have the choice of viewing their Electronic Pay and Leave Statement through the Office of Personnel Management’s Employee Express .
We are one of four e-Payroll providers for the Federal Government, which is the Compensation Management component of the
Human Resources Line of Business initiative
. We participate in the Shared Services governance, which focuses on ensuring human resource and payroll policy and procedures are standardized and easy to understand and administer. We are an active member of the HR LOB Multi-Agency Policy Advisory Council, the OPM and Office of Management and Budget Multi-Agency Executive Strategy Committee , and the OMB and GSA Unified Shared Services Management Providers Council that helps guide the Human Capital process across the Federal government. As part of the HR LOB, we participate in various studies and initiatives with the goal of continuous improvement in Federal payroll processing. In addition, we continue to provide employee-centric customer service, state of the art Payroll and Time and Leave systems.

Payroll system update: Important action required
We have migrated our payroll system to HR Links and replaced Employee Express, or EEX, with new functionality within HR Links.
What you need to do
Download your historical data from EEX.
Download at minimum:
Last three years of W-2 and 1095-C forms.
Last three years of Pay Period #26 Leave and Earnings Statement.
How to download:
Log in to
EEX
Navigate to earnings/leave statements and W-2 forms.
Download and save.
Why? No historical was transferred to HR Links. EEX will remain read-only to access your historical data through April 15, 2026.

Additional terms and conditions
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as
"all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include
"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
