On June 30, 1977, following the adoption of the
Constitution for the Federation of Earth (CFoE)
, the
Second World Constituent Assembly
designated World Constitution and Parliament Association as the continuing agency to organize and develop all aspects of its plan to obtain the ratification and implementation of the constitution, in accordance with the provisions of
Section 19.1
of
Article 19
of the Constitution.
Q. What is a
Limited World Federation
A 'limited world federation' refers to a type of global political structure where sovereign states retain a significant degree of independence and authority, but they come together under a central governing body for specific, agreed-upon purposes. In this system, the central authority of the federation is limited in scope, focusing only on areas where global cooperation is necessary—like trade, security, environmental protection or human rights—while leaving other matters, such as domestic governance, to individual states.

The
Emergency Committee of Atomic Scientists
, which included prominent figures such as Albert Einstein, Leo Szilard, Linus Pauling, R.F. Bacher, Hans A. Bethe, Edward U. Condon, Thorfin R. Hogness, Harold C. Urey, V.F. Weisskopf, Selig Hecht, Harrison Brown, and H.J. Mueller, became the pivotal force in the growth and development of the world federalist movement. Einstein and ECAS assisted United World Federalists, Inc., which Einstein joinned as a member of the Advisory Board, in fundraising and provided supporting material. Einstein with others sponsored the
Peoples' World Convention (PWC)
, which took place in 1950-51.

Rosika Schwimmer
In 1937, Rosika Schwimmer formed the Campaign for World Government with Lola Maverick Lloyd, the first World Federalist organization of the 20th century. The campaign aimed to establish world governance and an International Criminal Court to address human rights issues. Such a democratic world government would represent the interests of the world's people, rather than merely the national interests of member states. Edith Wynner, secretary to Rosika Schwimmer and leader of the international campaign, established connections in Europe which led to the foundation of the Crusade for World Government in England.

William Thane Read, a descendant of George Read, Founding Father of the United States, from Arizona, USA, was a central figure in garnering support for the
World Constitutional Convention (1968)
. Together with Philip Isely, Read travelled the world seeking support. Leading the
World Constitution Coordinating Committee (WCCC)
, Thane Read initiated a joint appeal by renowned individuals from around the world, which resulted in the issuance of the "Call to All Nations." The Call urged nations to send delegates to participate in a world convention tasked with drafting a constitution for a democratic federal world government.

Terence P. Amerasinghe
Dr. Terence P. Amerasinghe was of Gray's Inn, Oxford, Bar-at-Law and Attorney-at-Law of the Supreme Court of Sri Lanka. He had worked in similar fields in Ceylon (later Sri Lanka), the U.K., and the U.S.A. His work for World Government was notably similar to that developed by Philip Isely in the U.S.A. The two communicated and collaborated starting in 1954. Along with others on the
Drafting Commission for the Constitution of the Federation of Earth
, Dr. Amerasinghe contributed to the constitution that was adopted by the
Second World Constituent Assembly
on June 27, 1977. Utill his passing in 2007, he was a tower of strength, a leader and a guiding light to all members of the WCPA worldwide.
