Electric
The ICC currently regulates four investor-owned public utilities that provide electric distribution service:
Ameren Illinois Company
(Ameren IL),
Commonwealth Edison Company
(ComEd),
MidAmerican Energy Company
(MEC), and
Mt. Carmel Public Utility Company
The ICC is also responsible for overseeing the siting of electric transmission lines, which includes reviewing applications for and issuing Certificates of Public Convenience and Necessity under
Section 8-406
of the Public Utilities Act. As part of this process, the ICC may also consider and approve requests for eminent domain authority when necessary to obtain rights-of-way for approved transmission routes.
Additionally, the ICC certifies and licenses the following:

(ARES)
Agents, Brokers, and Consultants
- involved in retail electric service
Installers of Distributed Generation
Installers of Energy Efficiency Measures
Installers of Utility-Scale Solar Projects
Installers of Electric Vehicle Charging Stations
Electric service is composed of three parts:
SUPPLY
- the electricity generated by a power plant.
TRANSMISSION
– the conveyance of electricity over high voltage lines from the power plant to your local public utility.
DISTRIBUTION
– the delivery of electricity over electric lines from your local public utility to the customer’s location.
Electric customers of Ameren IL, ComEd and MEC can choose who provides their electric supply: their electric public utility or an ARES. For more information, go to
