The President and Rector is the overall academic and administrative head of CEU.
Carsten Q. Schneider, Interim President and Rector
In February 2025, The Board of Trustees of Central European University elected Carsten Q. Schneider as CEU's Interim President and Rector. Schneider is a Professor of Political Science at the Department of Political Science and a Research Affiliate at CEU’s Democracy Institute. His research and teaching interests focus on the study of political regime change processes in different world regions and on comparative social science methodology, especially set‐theoretic methods.

Welcome Address by Interim President and Rector, Carsten Q. Schneider
2025/26 Academic Year Message
Assuming the position of Interim President and Rector of CEU fills me with a deep sense of pride, responsibility, and resolve. Having served this institution for more than two decades, I am grateful for the trust placed in my stewardship, to which I intend to devote and commit myself fully both in my scholarly and administrative capacities.
I am truly honored to take on this role at a time of new challenges, which I hope to turn into exciting opportunities for our colleagues, students, and all other members of the wider CEU community.
As the institutional bulwark of academic excellence, but also of the fundamental values and ideals of a free, open society, our university has kept gaining momentum over the course of its history since
it was established in 1991
. We have overcome adversity and taken a firm, principled stand in the face of attacks.
Today, CEU is a veritable symbol of hope, inspiration, and resilience for many other universities experiencing backlash against academic freedom around the world.
I can only reaffirm our pledge to lead by example, not only in terms of
research
and scholarship, but also when it comes to advancing the cause of solidarity and justice. CEU has always been, and shall always be, a university ‘in and of the world,’ whether by continually opening our doors to engage with local communities in Vienna and Budapest, or by shaping and actively contributing to public debates about the most urgent dilemmas confronting humanity in our time of global upheavals.
While CEU faculty dedicate all their efforts to the pursuit of the highest standards in teaching, as well as research, they seek, above all, to instill in our students a robust sense of awareness about the wider ethical implications of the life of the mind, the rewards of which we are fortunate to enjoy in our seminar rooms.
It is by learning to ask the right questions, rather than merely accepting ready-made answers, that CEU graduates have, for generations, combined professional accomplishments with an unwavering desire to make the world a better place. I consider it a unique privilege to ensure that CEU remains true to this mission as it grows into the future.

The Offices of Pro-Rectors consist of four Pro-Rectors who oversee a range of academic, administrative and strategic areas.
Eva Fodor, Pro-Rector for Teaching and Learning
Eva Fodor is a Professor of Gender Studies and a Research Fellow at CEU’s Democracy Institute. She holds a PhD in Sociology from the University of California in Los Angeles and works in the field of comparative social inequalities.

Agnes Batory, Pro-Rector for Research and Faculty
Agnes Batory is a Professor at CEU’s Department of Public Policy. She holds a PhD from Cambridge University. Her research interests include corruption and corruption control, party politics and policy implementation and compliance problems in EU governance.

Mathias Moschel, Pro-Rector for External Relations
Mathias Moschel is a Professor in the Department of Legal Studies and is admitted to the New York Bar. His research, teaching and publications fall broadly in the field of comparative (constitutional) law, international human rights law and non-discrimination law, mainly from a critical race theory and gender perspective.

Tim Crane, Pro-Rector for Foresight and Analysis
Tim Crane is a Professor of Philosophy at CEU. Before coming to CEU, he was Knightbridge Professor of Philosophy at the University of Cambridge and a Fellow of Peterhouse from 2009. He was educated at the Universities of Durham, York and Cambridge, where he obtained his PhD in 1989.

Office of the Academic Secretary
The Office of the Academic Secretary supports the operation of CEU governance bodies–the Board of Trustees, Senate and Academic Forum, CEU’s institutional and program accreditation in the US and in Austria, and the development and implementation of CEU academic policies. It supports the Rector and the Pro-Rectors in matters of academic management.

Tatiana Yarkova, CEU Academic Secretary
Tatiana Yarkova holds an MA in Society and Politics from CEU and Lancaster University in the UK and a PhD in Sociology from the Graduate School for Social Research in Poland. She serves as the Secretary of the CEU Board of Trustees and the CEU Senate. As a member of the Senior Leadership Team, Tatiana supports the Rector and the Pro-Rectors in matters of academic management.

Office of the Chief Operating Officer (COO)
The Office of the Chief Operating Officer oversees a number of administrative units: Human Resources, Facilities and Information Technology. The COO is also responsible for developing and implementing CEU administrative policies and coordinating and supervising the university budget in cooperation with the CFO.

Norbert Sabic, Chief Operating Officer
Norbert Sabic was appointed as Chief Operating Officer in February 2024. Before, Norbert worked in the Office of the President and Rector for five years as Chief of Staff. He received a Joint European Master's Degree in Higher Education Policy and Management Studies from the University of Olso (Norway).

CEU Legal Office
The Legal Office is responsible for the general legal compliance of the university and its related entities. The General Counsel is the Director of the CEU Legal Office, whose key functions are providing legal advice to faculty and university administration.

Carl Dominik Niedersuess, General Counsel
Carl Dominik Niedersuess holds a Master in Law from the University of Vienna and an LLM in Intellectual Property Law from the Max Planck Institute in Munich (MIPLC), where he put his primary focus on understanding the protectability of fictitious characters. After being admitted to the Vienna Bar cum laude in 2015, he worked as an attorney in a leading law firm in Vienna.
