Natural Gas
The ICC currently regulates nine investor-owned public utilities that provide natural gas distribution service:
Ameren Illinois Company
(Ameren IL),
Consumers Gas Company
Illinois Gas Company
Liberty Utilities Corporation
MidAmerican Energy Company
(MEC),
Mt. Carmel Public Utility Company
Northern Illinois Gas Company
(Nicor Gas),
North Shore Gas Company
, and
Peoples Gas Light & Coke Company
(Peoples Gas).
The ICC is also responsible for overseeing the siting of intrastate natural gas transmission lines, which includes reviewing applications for and issuing Certificates of Public Convenience and Necessity under
Section 8-406
of the Public Utilities Act. As part of this process, the ICC may also consider and approve requests for eminent domain authority when necessary to obtain rights-of-way for approved transmission routes.
Additionally, the ICC certifies, licenses, and in some instances exercise some oversight over
Alternative Gas Suppliers
(AGS).
Natural Gas service is composed of three main parts:
STORAGE
– usually a subsurface geologic formation, such as a depleted gas reservoir or aquifer, is used to store natural gas during periods of low demand for withdrawal and delivery into the transmission or distribution system during periods of higher demand.
SUPPLY
- the natural gas delivered to the local gas utility (“city gate”) from a transmission pipeline or from storage through natural gas pipelines.
DISTRIBUTION
– the delivery of natural gas over the gas public utility’s distribution lines to the customer’s location.
Gas distribution customers of Nicor Gas, North Shore Gas, and Peoples Gas can choose who provides their gas supply: their gas public utility or an AGS. For more information, go to

Only required for Utilities that serve more than 100,000 customers.

A utility that has a plan on file with the Commission need not resubmit a new plan each year. However, any alteration of the plan on file must be submitted prior to December 1 of any year.
(5)
The Commission shall be notified promptly if service is interrupted to any major portion of the distribution system for a period of 12 hours or more.
(6)
Alternative gas suppliers that do not have electronic answering capability that meets these requirements shall notify the Manager of the Commission's Consumer Services Division or its successor within 30 days following the effective date of this amendatory Act of the 95th General Assembly and work with Staff to develop individualized reporting requirements as to the call volume and responsiveness of the call center.

When a natural gas utility has an event that involves a release of gas and meets the definition of an incident according to 49 CFR Section 191.3 then a report must be filed according to Part 595.

Certified statement filed within 90 - days from the date of discovery of destruction indicating the records that were destroyed and the circumstances of such destruction.
