State Authorizations
Below is a list of states in which Saybrook University (“Saybrook”) is currently enrolling students in its distance education programs. Either Saybrook has been granted state authorization to offer distance education programs to students residing in (located in) that state where required, or Saybrook is not subject to state authorization to offer distance education programs. At the present time, Saybrook is not authorized to provide distance education in any states that are omitted from this list, and therefore will not accept enrollment applications from prospective students residing in (located in) those omitted states until authorization is obtained.
NOTE
: If a student relocates to a state in which Saybrook is not authorized to provide distance education, continued enrollment and/or receipt of federal student aid funding, including federal loans and Pell Grants, cannot be guaranteed. Relocation to a state in which Saybrook is not authorized to offer distance education may also impact a student’s loan repayment or deferment status and/or other benefits, such as veterans’ education benefits. Students enrolled in distance education programs are encouraged to contact the

to discuss any change in their legal state of residence
prior to relocation
to determine the impact of the change.
Alabama
Saybrook University is licensed by the Alabama Community College System to offer certain online programs to Alabama residents.
A student who is a resident of Alabama and who wishes to make a complaint about the institution should follow the process outlined

Saybrook University is granted exemption from authorization by the Alabama Commission on Higher Education to offer certain online programs to Alabama residents.
Alaska
Saybrook University is exempt from the state authorization registration requirements pursuant to AS 14.48 and 20 AAC 17 and was granted authorization by the Alaska Commission on Postsecondary Education to offer certain online programs to Alaska residents.

American Samoa
Saybrook University is not subject to oversight by the American Samoa Board of Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in the American Samoa.
Arizona
Saybrook University is not subject to oversight by the Arizona State Board for Private Postsecondary Education and is therefore able to deliver distance education programs to students who reside (are located) in Arizona.
Arkansas
Saybrook University is authorized by the Arkansas Higher Education Coordinating Board to offer certain online programs to Arkansas residents.

California
Saybrook University has authority to operate in the State of California by way of an exemption granted by the California Bureau for Private Postsecondary Education pursuant to California Education Code section 94874(i).

Saybrook University is not subject to oversight by the Colorado Commission on Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in Colorado.

Florida
Saybrook University is not subject to oversight by the Florida Commission for Independent Education and is therefore able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in Florida with certain exceptions.
Guam
Saybrook University is not subject to oversight by the Guam Council on Post-Secondary Institution Certification and is therefore able to deliver distance education programs to students who reside (are located) in Guam.
Hawaii
Saybrook University is not subject to oversight by the Hawaii Postsecondary Education Authorization Program and is therefore able to deliver distance education programs to students who reside (are located) in Hawaii.
Idaho
Saybrook University is not subject to oversight by the Idaho State Board of Education and is therefore able to deliver distance education programs to students who reside (are located) in Idaho.
Illinois
Saybrook University is authorized by the Illinois Board of Higher Education, by way of an exemption as an Institution with Limited Physical Presence in Illinois, to provide distance education programs to Illinois residents pursuant to 23 Illinois Administrative Code Section 1030.10.

Indiana
Saybrook University is authorized by the Indiana Commission for Higher Education to enroll and offer online instruction or distance education to Indiana residents delivered from a campus in another state pursuant to Indiana Administrative Code IC 21-18.5-6-12.

Kansas
Saybrook University is currently not required to obtain authorization from the Kansas Board of Regents to maintain enrollment of Kansas residents in certain online programs.

Kentucky
Saybrook University is not subject to oversight by the Kentucky Council on Postsecondary Education and is, therefore, able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in Kentucky.
Louisiana
Saybrook University is currently licensed by the Board of Regents of the State of Louisiana. Licenses are renewed by the State Board of Regents every two years. Licensed institutions have met minimal operational standards set forth by the state, but licensure does not constitute accreditation, guarantee the transferability of credit, nor signify that programs are certifiable by any professional agency or organization.

Saybrook University is registered with the Maryland Higher Education Commission to enroll Maryland students in fully online distance education programs. As a result of this registration, Saybrook University is subject to investigation of complaints by the Office of the Attorney General or the Maryland Higher Education Commission. Saybrook University is not subject to oversight by the Missouri Department of Higher Education and is therefore able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in Missouri with certain exceptions.
Montana
Saybrook University is authorized by the Montana University System Board of Regents to offer post-secondary degree programs in the State of Montana.

New Hampshire
Saybrook University is not subject to oversight by the New Hampshire Department of Education Division of Higher Education and is therefore able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in New Hampshire with certain exceptions.
New Jersey
Saybrook University is not subject to oversight by the New Jersey Secretary of Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in New Jersey.
New Mexico
Saybrook University has been deemed by the New Mexico Higher Education Department to meet the application standards for Distance Education Authorization pursuant to the Interstate Distance Education Act (Section 21-23B-1 et seq. NMSA 1978).

Ohio
Saybrook University is authorized by the Ohio Department of Education to offer certain online programs that contain an on-ground component (such as fieldwork, internships, externships, or practicums) to Ohio residents.

Saybrook University is not subject to oversight by the Oklahoma State Regents for Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in Oklahoma.
Oregon
Saybrook University is authorized by the Oregon Higher Education Coordination Commission to enroll students who reside (are located) in Oregon in certain distance education (online) programs. Students should attempt to resolve any grievances they may have with
their school first. Should attempts to resolve these problems with appropriate school officials fail, or should the student be dissatisfied with
the final outcome of the college complaint process, then the Higher Education Coordinating Commission (HECC), can respond to a formal

Saybrook University is registered with the Pennsylvania Bureau of Postsecondary and Adult Education as an out-of-state distance education provider to enroll residents of Pennsylvania in certain distance education programs.

Saybrook University is not subject to oversight by the South Carolina Commission for Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in South Carolina.
South Dakota
Saybrook University is not subject to oversight by the South Dakota Secretary of State – Postsecondary Education and is therefore able to deliver distance education programs to students who reside (are located) in South Dakota.
Tennessee
Saybrook University is not subject to oversight by the Tennessee Higher Education Commission and is therefore able to deliver distance education programs to students who reside (are located) in Tennessee.
Texas
Saybrook University is authorized by the Higher Education Coordinating Board to enroll students who reside (are located) in Texas in specific distance education (online) programs that may contain a fieldwork component (such as an internship, externship, clinical practicum, or another on-ground fieldwork component). Saybrook University is not subject to authorization by the Higher Education Coordinating Board for distance education programs that are 100% online, and therefore, may enroll students who reside (are located) in Texas in 100% online programs. A student who resides in (is located in) Texas and who wishes to make a complaint about the institution should follow the process outlined

Saybrook University is exempt from the state authorization registration requirements of the Texas Workforce Commission as a private college or university that awards a recognized baccalaureate or higher degree, among other criteria, in accordance with Texas Education Code, Section 132.002(a)(6). This exemption does not constitute approval, accreditation, or licensure of Saybrook University or its programs under Texas law.

Utah
Saybrook University is registered with the State of Utah Department of Commerce pursuant to Utah Code Ann. § 13-34a-203 and thereby legally authorized by the State of Utah to operate educational programs beyond secondary education, including programs that lead to a degree or certificate. Washington
Saybrook University is authorized by the Washington Student Achievement Council and meets the requirements and minimum educational standards established for degree-granting institutions under the Degree-Granting Institutions Act. This authorization is subject to periodic review and authorizes Saybrook University to offer specific degree programs. The Council may be contacted for a list of currently authorized programs. State Authorizations
Below is a list of states in which Saybrook University (“Saybrook”) is currently enrolling students in its distance education programs. Either Saybrook has been granted state authorization to offer distance education programs to students residing in (located in) that state where required, or Saybrook is not subject to state authorization to offer distance education programs. At the present time, Saybrook is not authorized to provide distance education in any states that are omitted from this list, and therefore will not accept enrollment applications from prospective students residing in (located in) those omitted states until authorization is obtained.
NOTE
: If a student relocates to a state in which Saybrook is not authorized to provide distance education, continued enrollment and/or receipt of federal student aid funding, including federal loans and Pell Grants, cannot be guaranteed. Relocation to a state in which Saybrook is not authorized to offer distance education may also impact a student’s loan repayment or deferment status and/or other benefits, such as veterans’ education benefits. Students enrolled in distance education programs are encouraged to contact the

to discuss any change in their legal state of residence
prior to relocation
to determine the impact of the change.
Alabama
Saybrook University is licensed by the Alabama Community College System to offer certain online programs to Alabama residents.
A student who is a resident of Alabama and who wishes to make a complaint about the institution should follow the process outlined

Saybrook University is granted exemption from authorization by the Alabama Commission on Higher Education to offer certain online programs to Alabama residents.
Alaska
Saybrook University is exempt from the state authorization registration requirements pursuant to AS 14.48 and 20 AAC 17 and was granted authorization by the Alaska Commission on Postsecondary Education to offer certain online programs to Alaska residents.

American Samoa
Saybrook University is not subject to oversight by the American Samoa Board of Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in the American Samoa.
Arizona
Saybrook University is not subject to oversight by the Arizona State Board for Private Postsecondary Education and is therefore able to deliver distance education programs to students who reside (are located) in Arizona.
Arkansas
Saybrook University is authorized by the Arkansas Higher Education Coordinating Board to offer certain online programs to Arkansas residents.

California
Saybrook University has authority to operate in the State of California by way of an exemption granted by the California Bureau for Private Postsecondary Education pursuant to California Education Code section 94874(i).

Saybrook University is not subject to oversight by the Colorado Commission on Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in Colorado.

Florida
Saybrook University is not subject to oversight by the Florida Commission for Independent Education and is therefore able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in Florida with certain exceptions.
Guam
Saybrook University is not subject to oversight by the Guam Council on Post-Secondary Institution Certification and is therefore able to deliver distance education programs to students who reside (are located) in Guam.
Hawaii
Saybrook University is not subject to oversight by the Hawaii Postsecondary Education Authorization Program and is therefore able to deliver distance education programs to students who reside (are located) in Hawaii.
Idaho
Saybrook University is not subject to oversight by the Idaho State Board of Education and is therefore able to deliver distance education programs to students who reside (are located) in Idaho.
Illinois
Saybrook University is authorized by the Illinois Board of Higher Education, by way of an exemption as an Institution with Limited Physical Presence in Illinois, to provide distance education programs to Illinois residents pursuant to 23 Illinois Administrative Code Section 1030.10.

Indiana
Saybrook University is authorized by the Indiana Commission for Higher Education to enroll and offer online instruction or distance education to Indiana residents delivered from a campus in another state pursuant to Indiana Administrative Code IC 21-18.5-6-12.

Kansas
Saybrook University is currently not required to obtain authorization from the Kansas Board of Regents to maintain enrollment of Kansas residents in certain online programs.

Kentucky
Saybrook University is not subject to oversight by the Kentucky Council on Postsecondary Education and is, therefore, able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in Kentucky.
Louisiana
Saybrook University is currently licensed by the Board of Regents of the State of Louisiana. Licenses are renewed by the State Board of Regents every two years. Licensed institutions have met minimal operational standards set forth by the state, but licensure does not constitute accreditation, guarantee the transferability of credit, nor signify that programs are certifiable by any professional agency or organization.

Maine

Maryland
Saybrook University is registered with the Maryland Higher Education Commission to enroll Maryland students in fully online distance education programs. As a result of this registration, Saybrook University is subject to investigation of complaints by the Office of the Attorney General or the Maryland Higher Education Commission. Michigan

Missouri
Saybrook University is not subject to oversight by the Missouri Department of Higher Education and is therefore able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in Missouri with certain exceptions.
Montana
Saybrook University is authorized by the Montana University System Board of Regents to offer post-secondary degree programs in the State of Montana.

New Hampshire
Saybrook University is not subject to oversight by the New Hampshire Department of Education Division of Higher Education and is therefore able to deliver distance education programs that do not contain a fieldwork component to students who reside (are located) in New Hampshire with certain exceptions.
New Jersey
Saybrook University is not subject to oversight by the New Jersey Secretary of Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in New Jersey.
New Mexico
Saybrook University has been deemed by the New Mexico Higher Education Department to meet the application standards for Distance Education Authorization pursuant to the Interstate Distance Education Act (Section 21-23B-1 et seq. NMSA 1978).

North Mariana Islands

Ohio
Saybrook University is authorized by the Ohio Department of Education to offer certain online programs that contain an on-ground component (such as fieldwork, internships, externships, or practicums) to Ohio residents.

Saybrook University is not subject to oversight by the Oklahoma State Regents for Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in Oklahoma.
Oregon
Saybrook University is authorized by the Oregon Higher Education Coordination Commission to enroll students who reside (are located) in Oregon in certain distance education (online) programs. Students should attempt to resolve any grievances they may have with
their school first. Should attempts to resolve these problems with appropriate school officials fail, or should the student be dissatisfied with
the final outcome of the college complaint process, then the Higher Education Coordinating Commission (HECC), can respond to a formal

Pennsylvania
Saybrook University is registered with the Pennsylvania Bureau of Postsecondary and Adult Education as an out-of-state distance education provider to enroll residents of Pennsylvania in certain distance education programs.

South Carolina
Saybrook University is not subject to oversight by the South Carolina Commission for Higher Education and is therefore able to deliver distance education programs to students who reside (are located) in South Carolina.
South Dakota
Saybrook University is not subject to oversight by the South Dakota Secretary of State – Postsecondary Education and is therefore able to deliver distance education programs to students who reside (are located) in South Dakota.
Tennessee
Saybrook University is not subject to oversight by the Tennessee Higher Education Commission and is therefore able to deliver distance education programs to students who reside (are located) in Tennessee.
Texas
Saybrook University is authorized by the Higher Education Coordinating Board to enroll students who reside (are located) in Texas in specific distance education (online) programs that may contain a fieldwork component (such as an internship, externship, clinical practicum, or another on-ground fieldwork component). Saybrook University is not subject to authorization by the Higher Education Coordinating Board for distance education programs that are 100% online, and therefore, may enroll students who reside (are located) in Texas in 100% online programs. A student who resides in (is located in) Texas and who wishes to make a complaint about the institution should follow the process outlined

Saybrook University is exempt from the state authorization registration requirements of the Texas Workforce Commission as a private college or university that awards a recognized baccalaureate or higher degree, among other criteria, in accordance with Texas Education Code, Section 132.002(a)(6). This exemption does not constitute approval, accreditation, or licensure of Saybrook University or its programs under Texas law.

Utah
Saybrook University is registered with the State of Utah Department of Commerce pursuant to Utah Code Ann. § 13-34a-203 and thereby legally authorized by the State of Utah to operate educational programs beyond secondary education, including programs that lead to a degree or certificate. Washington
Saybrook University is authorized by the Washington Student Achievement Council and meets the requirements and minimum educational standards established for degree-granting institutions under the Degree-Granting Institutions Act.
