Office of the Chief Integrity Officer
What we do
The Office of the Chief Integrity Officer was established in 2008. It plays a critical role in City government. Throughout the executive and administrative branch, the office promotes:
Honesty.
Integrity.
Transparency.
Accountability.
In this role, our office:
Ensures the City’s day-to-day operations are conducted openly, fairly, and on a level playing field.
Creates and supports a compliance program to proactively identify and prevent wrongdoing.
Provides individualized and confidential guidance on City ethics laws and policies, including the mayor’s executive order on gifts.
Offers ethics education through training and communications.
Improves the transparency of and accessibility to City information and open data.
Ethics rules may change to reflect advances in technology or best practices. Maintaining a strong culture of ethics is a bedrock of the Chief Integrity Office and the mayor’s administration. Taxpayers deserve no less.

Danielle “Dani” Gardner Wright was appointed Chief Integrity Officer in February 2024.
Dani began her career with the City at the Philadelphia Board of Ethics as a Staff Attorney. She later moved into the role of Director of Training and Outreach for the Board where she led its education and training program. Prior to joining the City, she worked in the Office of Talent for the School District of Philadelphia and as a Commercial Litigation Associate at White and Williams LLP. Dani is a graduate of Spelman College (B.A.), Chestnut Hill College (M.Ed.), and Villanova University School of Law (J.D.) and is licensed to practice law in Pennsylvania.
Krystle Baker
Deputy Chief Integrity Officer
Krystle Baker currently serves as the deputy chief integrity officer for the City of Philadelphia. Prior to this, Krystle served in several roles as an attorney investigator with the City of Philadelphia Office of Inspector General. During that time, she specialized in contract fraud, complex investigations, and compliance related issues.
Krystle received her undergraduate degree in political science from Temple University and law degree from the University of Detroit Mercy. She holds bar admissions in Pennsylvania and New Jersey and is a Certified Compliance and Ethics Professional (CCEP) and a Certified Fraud Examiner (CFE).
