Integrated Budget and Accounting System (iBAS
++
) is an Integrated Financial Management Information System (IFMIS) of Government of Bangladesh (GoB). It is dedicated to accelerate the process of transformation towards Digital Bangladesh. It covers all stages of PFM cycle from budget preparation to auditing. It has also generated more than 400 financial management reports and prepared data for auditors. The core objective of iBAS
++
is to incorporate all receipts, payments and financial transactions of GoB in a structured automated system in order to provide transparent, hassle free and reliable financial services to the citizens. Public Financial Management (PFM) system automation in Bangladesh started in 1995 through consolidation of accounts and budget preparation. Later in 2005, a LAN based Transaction Accounting System (TAS) was introduced. In 2006, WAN based home grown IFMIS named Integrated Budget and Accounting System has been developed. Later, this system was upgraded to iBAS
++
through establishment of internet based central server in 2016.

Public Administration Award 2017
Public Administration Award 2017: Through iBAS++ (Integrated Budget and Accounting System), the Finance Division established a database in 2015 for government employees and pensioners for the first time with regular updates. The online system of iBAS++ in public financial management has ensured smooth transfer of salaries, allowances, and pensions. This database has simplified employee and pension management. Using iBAS software, the Last Pay Certificate (LPC) is prepared, and salaries and pensions are electronically disbursed through EFT (Electronic Fund Transfer). It enables blocking of payments to deceased/ghost employees/pensioners and facilitates automatic annual increments. Various institutions utilize this database to identify government employees. Government employees can also collect their income tax certificates online. iBAS also plays an effective role in preventing misuse and fraud of government funds. Recognizing its significant contribution to public financial management, the Finance Division received the 'Public Administration Award 2017' -the highest civil award of the country from the Government, in the technical group category.

Public Administration Award 2021: In 2021, the Finance Division was once again honored with the 'Public Administration Award.' This recognition, received on July 27, 2021, acknowledges the Division's efforts in the technical category for establishing and maintaining a pension database, significantly enhancing service delivery to pensioners nationwide. The award highlights the dedicated efforts of the pension team in ensuring efficient and expedient services for pensioners throughout the country.
ISO Certification ISO/IEC 27001: 2013
iBAS++ has achieved the international certification of ISO 27001:2013 (Information Security Management System) last March, 2024. This is a systematic approach which helps to identify, manage and reduce the severity of regular threats to information.  Achieving this milestone reflects the Finance Division’s commitment to ensure better information security, better risk management as well as gaining more confidence from top management, stakeholders and users.  Moreover, this is the recognition of Finance Division’s continuous efforts in providing safe and reliable services through iBAS++ in line with international standards.
