A Message from the President
It is my pleasure to welcome you to Parker University and to congratulate you on reaching this milestone.
Professional mastery, loving service, personal responsibility, passion, self-actualization, and a fulfilled life’s journey
– it is my hope, desire, and intent that you will experience these traits at Parker in a very real way, every single day!
Parker is a university built purposely to espouse a spirit, a soul, an underlying mission: service to others. This mission originated with our founder, Dr. James W. Parker, and has been the bedrock of Parker University since its inception.
My favorite quote comes from the famed humanitarian and theologian, Albert Schweitzer, “I don’t know what your destiny will be, but one thing I know: the only ones among you who will be really happy are those who will have sought and found how to serve.”
I truly believe that fulfillment in life only comes when you have discovered your unique gifts, talents, and place to serve. At Parker, we are here not just to teach, but to help you to discover where you can best serve humanity.
The faculty and staff of Parker University are now your partners in achieving not only your goal of a diploma, but also our goal of creating competent and confident professionals who are equipped for success in life. While there are several programs and degrees at Parker, a fundamental posit of our philosophy is that our bodies were created with an innate system of self-regulation. We respect and support that inborn system with a holistic evidence-based approach to healthcare.

Biography
Meet Dr. William E. Morgan
Chiropractor to Congress, Supreme Court, and the White House, Parker University’s Seventh President, Active Texas Chiropractic Association Member, and proud Texan
Dr. Morgan has a long history of serving in military healthcare. At age 17, he joined the Navy and served with a Marine Recon company as a special operations technician hospital corpsman. During that time, he qualified in parachuting, military diving, submarine insertion, jungle warfare, combat swimming, explosives, mountaineering, winter warfare and Arctic survival. Additionally, he attended anti-terrorist training at the FBI Academy. After leaving active military service and transferring to the Navy Reserves, Dr. Morgan began his educational journey to become a Doctor of Chiropractic. While at Palmer College of Chiropractic-West, he transferred to a Naval Special Warfare platoon as the unit’s primary hospital corpsman.
In 1985, Dr. Morgan received his Doctorate in Chiropractic from Palmer College of Chiropractic–West and soon after, married fellow Palmer graduate, Clare Pelkey. They practiced for thirteen years in California. In 1998, Dr. Morgan was chosen to establish the first chiropractic clinic at the National Naval Medical Center in Bethesda, Maryland, which later became Walter Reed National Military Medical Center. In 2015, Walter Reed recognized Dr. Morgan with its highest honor for clinical excellence, the Master Clinician’s Award. During the last 18 years at the military’s most prestigious medical centers, he practiced in an integrative setting, providing chiropractic care to the injured troops returning from the wars in Iraq and Afghanistan.
In the year 2000, Dr. Morgan was appointed as the Chiropractor to Congress at the U.S. Capitol. At the Office of the Attending Physician to Congress, doctors of many specialties care for members of Congress and the Supreme Court. In 2007, Dr. Morgan began serving as the White House Chiropractor. He was appointed chiropractor for the United States Naval Academy football team in 2009 (which never lost to Army while under his care).
In 2011, Dr. Morgan was appointed to the United States Navy Musculoskeletal Continuum of Care Advisory Board, an entity created to address the prevalent injuries sustained by U.S. Armed Forces Personnel during active-duty operations. Dr. Morgan also served on the Spine Subcommittee, which helps develop care algorithms for treating spinal conditions and determining the future of musculoskeletal management in the U.S. Armed Forces.
Dr. Morgan has completed a 2,000-hour residency in Integrated Medicine. He served on the Board of Trustees for Palmer College of Chiropractic for ten years. He is a Diplomate of the American Academy of Pain Management and has held adjunct faculty positions at F. Edward Hébert School of Medicine, Uniformed Services University of the Health Sciences and New York Chiropractic College. Additionally, Dr. Morgan served as a consultant for the U.S. Department of Veterans Affairs (VA), helping to implement the VA’s chiropractic benefit and advocate for chiropractic research
Parker University inaugurated William E. Morgan as their seventh President in 2016. Under his leadership, the University has grown exponentially in enrollment and brand recognition and, in 2022, it secured full reaffirmation accreditation with no concerns by the Council on Chiropractic Education (CCE) and Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). Upon arriving in Texas, he became an active member and supporter of the Texas Chiropractic Association (TCA). Almost immediately, he organized a leadership summit to establish a legislative agenda strategy for chiropractors in Texas. Texas Chiropractors had not won a significant legislative victory in two decades, but in 2017 four bills advantageous to the chiropractic profession passed. Additionally, Morgan has assisted in fundraising, membership recruitment, and awareness for the TCA. As lifetime member of the American Chiropractic Association (ACA), he has also held several leadership positions in the organization and continues to serve on the Advisory Board and Ethics Committee. He is also a board member of the Association of Chiropractic Colleges.

Dr. William E. Morgan, Parker University’s 7th President, is a decorated chiropractor with a
distinguished military and healthcare career. He served as Chiropractor to Congress, the White House,
and the U.S. Naval Academy football team. A Navy veteran, he founded the first chiropractic clinic at
Walter Reed and was awarded the Master Clinician’s Award. Under his leadership, Parker University grew
significantly, securing full accreditation. Dr. Morgan has received multiple prestigious awards and is
an active member of the Texas Chiropractic Association.
Dr. Jayne Moschella
Executive Vice President & Provost
Dr. Jayne Moschella is the Executive Vice President, Provost, and Chief Academic Officer at Parker
University. With a background in both clinical practice and academic leadership, she specializes in
accreditation, curriculum development, and institutional growth. She holds a Doctor of Chiropractic
from Palmer College and a BS from Bloomfield College, with licenses in multiple states and an
Acupuncture certification. Since 2014, Dr. Moschella has driven Parker University’s growth, focusing
on innovation in teaching, expanded programs, and healthcare research.

Executive Vice President & Chief Operating officer
Donnie McNutt is the Vice President and Chief Operating Officer at Parker University, overseeing
campus operations, including IT, marketing, facilities, and alumni relations. With over 20 years of
senior executive experience in higher education, he excels in strategic planning, organizational
development, and IT governance. Under his leadership, Parker University saw a 23% increase in
enrollment and a 30% annual growth in seminar attendance. Donnie is known for implementing efficient
processes, reducing costs, and fostering a data-driven culture.

Chief Creative Officer
Michael Scott has served as Chief Creative Officer at Parker University since 2004, leading creative
and production efforts across campaigns, digital storytelling, and institutional media. With nearly 30
years in the industry, he oversees a high-performing team responsible for producing 1,000+ video
projects annually, ranging from executive messaging to full-scale brand content. Michael also plays a
key creative role in supporting Parker Seminars, delivering speaker visuals, event promos, and stage
media for large-scale chiropractic conferences in Las Vegas, Dallas, and internationally. His earlier
experience includes roles at Fox Sports Net and AVW-TELAV, along with contributions to Net Talk Live!,
one of the first tech-focused media shows of its kind, and work with HIT Entertainment, known for
children's series like Barney & Friends and Bob the Builder. Known for balancing creative vision with
production precision, Michael brings clarity, consistency, and impact to every story he helps shape.

Chris Williams is the Chief Marketing Officer at Parker University, driving over 50% enrollment growth
and pioneering innovative marketing strategies. With 20+ years of experience, he has led initiatives
at top organizations, including The Dallas Morning News and GameStop. Chris has achieved impressive
results, such as an 89% revenue growth at Parker University and 11+ marketing awards since 2019. Chris
is known for leveraging technology, data, and creative campaigns to enhance brand presence and drive
growth.
Dr. Patrick Bodnar
Chief Compliance Officer
Patrick Bodnar is the Chief Compliance Officer at Parker University, with over 20 years of experience
in chiropractic education, patient care, and academic leadership. He oversees academic operations,
accreditation, curriculum compliance, and clinic management, ensuring alignment with the university's
mission. Previously, Patrick served as Vice Provost and Director of Clinical Services, where he led
the development of the Parker Performance Institute, an integrated healthcare clinic. His career has
focused on innovative patient care and educational program management. In 2024, Patrick expanded his
expertise into equine chiropractic care, combining his clinical skills with a passion for horses. He
is dedicated to helping both students and patients reach their full potential.

Chief Information Officer
Trevor Jones is the Chief Information Officer at Parker University, overseeing all campus technology
functions, including information security, data management, and technology project management. With
expertise in data protection, business continuity, and aligning IT strategy with academic goals,
Trevor modernizes systems to enhance the student and faculty experience. Prior to joining Parker, he
held leadership roles at Texas Woman's University, where he developed disaster-recovery strategies and
served as Information Security Officer. Trevor holds an MBA in Strategic Management and multiple
information security certifications.
Lisa Gabriel
Associate Provost
Lisa Gabriel has been a proud member of the Parker University family for almost 20 years, serving in
both Information Technology and Academics. As Associate Provost, she plays a key role in shaping
student success and academic operations across campus, including financial aid, enrollment services,
clinics, instructional technology, and faculty development. Her passion for innovation in education
has led to exciting advancements in online learning, virtual and augmented reality integration, and
streamlined student services. Lisa holds a Bachelor of Arts in Philosophy and an MBA in Strategic
Leadership from the University of Dallas. When she's not supporting students and faculty, she enjoys
spending time on her ranch, fly fishing, and traveling to explore new places.
