Tribally-Sponsored Health Insurance Program
Purchased / Referred Care (PRC)
Formerly known as Contract Health Services, Purchased/Referred Care (PRC) is a benefit to Alaska Native and American Indian people that provides funding for referred medical services not available at the Alaska Native Medical Center (ANMC). Following ANMC PRC’s policies and procedures may allow us to assist with the cost of medical services received from non-ANMC facilities and providers.
It is the responsibility of the patient or the patient’s family to notify ANTHC PRC within 72 hours of any treatment received outside of ANMC. Anyone acting on behalf of the patient can make the call. Coverage for those traveling outside of Alaska is limited to emergency medical care.

PRC Frequently Asked Questions
Who is Eligible?
Alaska Native and American Indian people who are Alaska residents for 180 days prior to the date of service and who intend to remain in Alaska indefinitely.
Alaska Native and American Indian people who meet ANTHC’s eligibility policy requirements.
Non-Alaska Native and American Indian people who are pregnant with an eligible Alaska Native and/or American Indian child/children.
Children of eligible Alaska Native and American Indian people, including non-Alaska Native and American Indian foster children, adopted children, stepchildren, legal wards or orphans, until age 19.
What is the referral process for routine scheduled care?
Visit your primary care provider and if necessary, they will refer you to ANTHC.
An ANTHC physician must initiate all non-Tribal health facility referrals.
All patients are screened for Medicaid, Medicare or private health insurance. If eligible, a Health Benefit Specialist will help you apply.

What is the process for emergency medical care?
In an emergency, always seek medical attention immediately.
It is the responsibility of the patient or the patient’s family to notify ANTHC PRC within 72 hours of any treatment received outside of ANMC. Anyone acting on behalf of the patient can make the call. Coverage for those traveling outside of Alaska is limited to emergency medical care.
Emergency medical coverage is provided for:
Eligible beneficiaries traveling outside of Anchorage who need emergent care at a non-Tribal facility.
People moving outside Alaska (up to 180 days) other than residents of Tanana Chiefs Conference (TCC), Ketchikan Indian Community (KIC), Metlakatla Indian Community (MIC) or SouthEast Alaska Regional Health Consortium (SEARHC).
Travelers, temporarily outside Alaska, other than residents of TCC, KIC, MIC or SEARHC.
Full-time students registered with PRC, other than residents of TCC, KIC or MIC.
What is not covered?
Services from non-Tribal health facilities if an IHS facility or Tribal health facility was open and available to provide the needed care.
Medical services (including follow-up appointments) provided by a non-Tribal health care provider that has not been referred by an ANTHC physician and authorized by PRC.
Obstetric deliveries at private hospitals not referred by an ANTHC physician and authorized by PRC.
Inpatient or outpatient mental health services.
Inpatient or outpatient substance use disorder programs.
Second opinions from medical providers.
Medical care that is considered investigational or experimental.
Nursing homes or long-term care facilities.
Routine and emergent dental services.
Medical services received in other Alaska PRC service areas, such as Fairbanks, Juneau, Sitka, Kenai, Homer, Kodiak, Seward, Ketchikan, Valdez, Palmer, Wasilla, etc., unless authorized by ANTHC PRC. Contact the respective PRC program for that area for assistance.

Does it cost me anything to be screened by the Health Benefits Specialist Team?
Screening is free and only takes a few minutes of your time. If you appear to qualify for any free alternative health resources, you will have the option of deciding whether or not you would like to enroll.
Why should I consider being screened by the Health Benefits Specialist team?
To continue operating the largest and most comprehensive Tribal health organization in the nation, we encourage patients who qualify to enroll in these free programs so we can continue offering our high-quality services to current and future generations.
ANTHC receives about one-third of the necessary funding from the federal government to run our health care programs and the remaining two-thirds of funding is provided by alternate health resources like Medicaid, Medicare, VA and private health insurance.

T-SHIP buys private health insurance for IHS beneficiaries. Having coverage, in addition to IHS benefits, increases care options for you and your community.

T-SHIP Tax Assistance
Most sponsored individuals are required to file taxes. We provide free tax assistance to anyone in the T-SHIP program through the Alaska Business Development Center (ABDC). Contact ABDC at 907-562-0335 or

T-SHIP will reimburse you if the IRS requests a refund because of this health insurance coverage. Contact your T-SHIP staff if you owe tax payments related to your T-SHIP-provided health insurance. See contacts below.
T-SHIP Frequently Asked Questions
Will Tribally-Sponsored Health Insurance cost me anything?
No.
ANTHC pays the insurance premium cost. Alaska Native and American Indian people also do not have to pay any copayments or deductibles when they are seen or referred by Tribal health facilities.
Why should I consider Tribally-Sponsored Health Insurance?
Health insurance can help you get medical care when you are traveling or away from Tribal health facilities. Health insurance can also help make more services available for you and your community. The program also offers free tax filing assistance and enrollment assistance.
How do I qualify?
T-SHIP staff will screen you and your family to see if you qualify. To qualify, you must be:
An Alaska resident
Eligible for Indian Health Services
Ineligible for or not covered by Medicaid, TRICARE, CHAMPVA, or affordable health insurance through an employer
Ineligible for premium-free Medicare Part A or enrolled in Medicare Part A or Part B
Does this affect my current Alaska Native health benefits?
No.
You still receive all of the services you currently enjoy through the Indian Health Service, Tribal hospitals and health clinics throughout Alaska and the United States. You should continue to use the Alaska Tribal Health System to ensure that your health care needs are being met and that you are as healthy as possible.
