Governor Kelly Announces Indra Group to Invest Nearly $7.5M to Manufacture Air Traffic Radars in Kansas
Governor Laura Kelly today announced that
Indra Group
, a global leader in air traffic management and mobility technology, has selected Olathe, Kansas as the location for its newest facility. Indra Group is investing nearly $7.5 million in its 25,000 square-foot radar facility at the Great Plains Commerce Center in Olathe, where they will begin manufacturing next-generation air traffic surveillance radars.
“Since my administration took office, we have been highly successful re-establishing and reinforcing our international partnerships across the globe,”
Governor Laura Kelly said
. “Our visit to Indra Group’s headquarters in Madrid and the intentional connections made were an important piece to their decision to invest in Kansas. Thanks to the strong relationship formed, Kansas is going to be a crucial pillar in expanding Indra Group’s domestic supply chain and technology transfer abilities, while also creating jobs right here in our state.”
The investment is supporting the creation of more than 140 skilled U.S. jobs across engineering, manufacturing, integration, deployment, and system support functions. This next-generation radar system will strengthen the domestic industrial base while ensuring long-term support, sustainment, and scalability for critical air traffic infrastructure.
“Our investment in Kansas, the creation of high-quality American jobs, and the transfer of advanced radar technology to the U.S. reflect our long-term commitment to America and to the FAA as the world’s leading air navigation service provider,”
said José Vicente de los Mozos, CEO of Indra Group
. “We are fully aligned with the FAA, the U.S. Department of Transportation, Congress, and the Administration in delivering a safer, more resilient and future-ready National Airspace System, on time, at scale, and with accountability to the American taxpayer.”
The strong foundation of partnership between Kansas and Indra Group was built through consistent engagement from Kansas leadership, who emphasized Kansas’ ideal location and strong workforce necessary for new economic development investments. Lieutenant Governor and Secretary of Commerce David Toland visited the Indra Group headquarters in Madrid in November 2024. In June 2025, Kansas Representatives Sharice Davids and Ron Estes and State Representative Susan Estes also visited the headquarters after participating in the Paris Airshow. Most recently, in October 2025, Governor Laura Kelly traveled to Spain to have discussions with company executives at their headquarters. She also visited Indra Group’s radar production facility in anticipation of the company’s radar contract.
“Kansas is home to a massive aerospace industry footprint — where we’ve been a pioneer in manufacturing and a driver of aviation-related innovation for generations,”
Lieutenant Governor and Secretary of Commerce David Toland said
. “This investment tells a story: that our state is serious about expanding our aerospace dominance, and we’re willing to put in the hard work to build relationships and engage with key industry players, both here and abroad, in order to create Kansas jobs and secure a bright future for the Sunflower State.”
Indra Group was awarded a $342 million contract by the Federal Aviation Administration (FAA) to support an initiative to modernize the National Airspace System and enhance safety, reliability, and operational performance nationwide.
The new facility will accommodate another FAA contract that Indra Group won for $244.3 million, replacing analog enroute radios with digital, VoIP-capable equipment.
