Accessibility policy
The City of Philadelphia is committed to equitable access for people with disabilities. To this end, we’re constantly working to improve the accessibility of our primary website, phila.gov.
The phila.gov website includes information about City services, departments, programs, and processes. It’s also the central location for news from the City, including blog posts, press releases, events, and announcements.
phila.gov is maintained by the Digital Services and Software Engineering teams within the
Office of Innovation and Technology
. Other digital products, including those at phila.gov subdomains, may be subject to different accessibility policies.

Measures to support web accessibility
We take the following measures to ensure digital accessibility. We:
Include accessibility throughout our internal policies.
Provide continual web accessibility training for our staff.
Test phila.gov code for compliance with web accessibility guidelines.
Train department contributors on web accessibility basics.
Conformance status
The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA.
phila.gov is partially conformant with WCAG 2.1 Level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard. We’re working on a plan to bring phila.gov into full compliance with WCAG 2.1 Level AA.

Limitations and alternatives
Despite our best efforts to ensure accessibility of phila.gov, there may be some limitations. As an example, some document and other file uploads may not contain titles, headings, alt text, logical reading orders, or other accessibility features.
To identify accessibility issues, we are completing a sitewide audit of all files and pages. Each department will be responsible for reviewing files and either removing them or bringing them into compliance with WCAG 2.1 Level AA standards.
