12/21/25 – Note on PELRB data collection methodologies and provenance:
PELRB’s data collection was begun in or about 2008 or 2009 when the agency had three full-time staff members. Since then, the PELRB has struggled to accurately update and maintain statistics, along with other case-related and administrative obligations, with only two full-time staff. This can be seen in the variances within and among the data tables of the Annual Reports.
The PELRB lacks the capacity to verify, update, or correct the information of the Annual Reports besides that for 2024, but the numbers incorporated into the “All Cases 2004-Present” document, and the 2004-2012 document collections, have been audited and revised or confirmed as appropriate effective 12/21/25. Any prior editions of the PELRB’s case statistics are void and of no effect.
In the confirmation process, all case data was confirmed against physical and digital case data that had been first collected, maintained, and periodically updated and corrected by Director Vaile as Deputy Director and then as a private labor neutral, until March 2013. Accordingly, she was able to re-audit those files and the data, and reconcile it to PELRB data files based on a 2015 audit of the 2013 data, and a 2022 update of the 2015 to 2022 “all cases” data.
There were variances between the 2013 data and the 2015/2022 data, for the years of 2004, 2007, 2010, 2011 and 2012. In most cases, variances between the 2013 data and the 2015/2022 data were miner and were due to differential collection or coding of cases that were administratively closed. In one year, internal numbers were incorrect but totals were fine. Ultimately, all variances could be compared against case information collected by the Director in and before 2013, as well as against the PELRB’s paper case files where needed.
Director Vaile is pleased to be able to return to the PELRB these historical 2004-2012 documents and case data. From 2010 through about 2013, she observed that the PELRB copied and posted the data onto its website. However, it appears it was removed and lost from PELRB digital files sometime in 2013, when the State began to require Annual Reports of its agencies as part of the shift to performance-based State budgeting. It is good to see the information and materials re-housed where they belong.
