Total gambling ban among civil servants seen to strengthen integrity in government

Upholding the principle that public office is a public trust, new rules now categorically prohibit government personnel from engaging in gambling activities—whether in person or online, regardless of location or time.
In a move aimed at strengthening integrity and safeguarding public confidence in government institutions, the Civil Service Commission (CSC) issued
Resolution No. 2600111
on 19 January 2026, or the Policy on the Prohibition of Gambling among Government Officials and Employees.
The policy applies to all officials and employees of the national government, local government units, autonomous regional governments, state and local universities and colleges, and government-owned or -controlled corporations with original charters, unless otherwise provided by law.

GOV’T OFFICIALS & WORKERS: FILE YOUR SALN BY 30 APRIL 2026

The Civil Service Commission (CSC) reminds all government officials and employees to file their Statement of Assets, Liabilities, and Net Worth (SALN) on or before 30 April.
Republic Act No. 6713 requires all public officials and employees to file a SALN, which must contain a true, detailed, and sworn declaration of assets, liabilities, net worth, and financial or business interests.
All public officials and employees in national and local government, state universities and colleges, and government-owned or -controlled corporations (GOCCs), with or without original charters, must file the SALN. The requirement does not cover those serving in an honorary capacity, as well as laborers and casual or temporary workers.

CSC, UP NCPAG Launch Landmark Modernization of Government Qualification Standards

Setting the foundation for a more future-ready civil service, the Civil Service Commission (CSC), in partnership with the University of the Philippines (UP) Diliman, has launched the modernization of Qualification Standards (QS) for government positions.
CSC Chairperson Marilyn B. Yap and UP National College of Public Administration and Governance (NCPAG) Dean Kristoffer B. Berse led the ceremonial rollout of the project, which aims to update the standards that serve as the foundation for recruitment, selection, placement, and advancement in government.
The QS define the minimum requirements for public sector positions and play a critical role in ensuring that the civil service is staffed by competent and capable professionals.

CSC, BCDA Sign Agreement to Build National Civil Service Leadership and Management Development Center in New Clark City

In a landmark inter-agency collaboration, the Civil Service Commission (CSC) and the Bases Conversion and Development Authority (BCDA) signed a Memorandum of Agreement with Deed of Usufruct for the establishment of the CSC National Training and Development Center in New Clark City, Tarlac.
The signing ceremony, held on 13 April 2026 at the CSC Central Office, was led by Chairperson Atty. Marilyn B. Yap and BCDA President and Chief Executive Officer Joshua M. Bingcang. Joining them were Commissioner Atty. Luis Meinrado C. Pañgulayan and BCDA Legal Services Group Senior Vice President Diana Joyce N. Basco-Galera.

Synergizing Impact: CSC Leaders Take the Lead in Strategic Digital Transformation

In its push toward becoming a future-ready organization, the Civil Service Commission (CSC) is actively enabling its leaders to spearhead digital transformation through the right tools, skills, and strategic direction.
This commitment was demonstrated through the strategic leadership program, “Synergizing Impact: A Strategic Reboot Towards Digital Transformation for CSC Leaders,” conducted in two batches on March 16–18 and March 25–27. Through this initiative, CSC officials enhanced their capacity to translate strategy into high-impact, digitally enabled public service initiatives.
