مملکتِ سعودی عرب اور اسلامی جمہوریہ پاکستان کے درمیان اعلیٰ سطحی اجلاس — پاکستان میں مقامی سطح پر ویکسین کی تیاری میں بڑی پیش رفت
مملکتِ سعودی عرب کا ایک اعلیٰ سطحی وفد، منسٹر آف انڈسٹری کے سینیئر ایڈوائزر نزار الحریری کی قیادت میں پاکستان پہنچا۔ وفد کا استقبال وزارتِ صحت اور وزارتِ خارجہ کے اعلیٰ حکام نے کیا۔ وفاقی وزیر صحت مصطفیٰ کمال کی قیادت میں باضابطہ اجلاس ہوا جس میں ویکسین کی مقامی تیاری کے حوالے سے پاکستان کی موجودہ صورتحال، مستقبل کی ڈیمانڈ، دستیاب انفراسٹرکچر اور صلاحیتوں پر تفصیلی پریزنٹیشنز دی گئیں۔ وزارتِ صحت اور ماتحت اداروں کے سربراہان، سی ای او ڈریپ اور سی ای او قومی ادارہ صحت نے بریفنگ دی۔
وزیر صحت مصطفیٰ کمال نے سعودی وفد سے گفتگو کرتے ہوئے کہا کہ سعودی عرب کے ہیلتھ منسٹرز اور منسٹر آف انڈسٹریز سے ویکسین کی مقامی تیاری پر متعدد بار ملاقاتیں ہو چکی ہیں۔ پاکستان کی آبادی تقریباً 24 کروڑ ہے اور یہ دنیا کا پانچواں بڑا ملک ہے۔ ہر سال تقریباً 62 لاکھ بچے پیدا ہوتے ہیں — پاکستان ہر سال نیوزی لینڈ جتنی آبادی کا اضافہ کر رہا ہے۔ حکومت شہریوں کو 13 اقسام کی ویکسین مفت فراہم کرتی ہے، تاہم ان میں سے کوئی بھی ملک میں تیار نہیں ہوتی بلکہ عالمی اداروں کے تعاون سے درآمد کی جاتی ہے، جس پر سالانہ تقریباً 400 ملین امریکی ڈالر خرچ ہوتے ہیں۔ اس لاگت کا 49 فیصد بین الاقوامی شراکت دار ادا کرتے ہیں جبکہ 51 فیصد حکومت خود برداشت کرتی ہے۔
تاہم 2031 کے بعد بین الاقوامی شراکت داروں کی امداد ختم ہو جائے گی اور حکومتِ پاکستان کو ویکسین کی تمام لاگت اپنی معیشت سے برداشت کرنی ہوگی۔ مقامی ویکسین تیار نہ ہوئی تو سالانہ لاگت 1.2 ارب ڈالر تک پہنچ سکتی ہے جو قومی معیشت پر ایک بڑا بوجھ ہوگا۔ وزیراعظم شہباز شریف کی قیادت میں وزارتِ صحت نے ان چیلنجز سے نمٹنے کے لیے جنگی بنیادوں پر اقدامات شروع کر دیے ہیں اور 13 بیماریوں کی ویکسین کی مقامی تیاری کے لیے عملی پیش رفت جاری ہے۔ صحت کے شعبے میں پاکستان اور سعودی عرب کا اشتراک خطے کے لیے مثال بنے گا۔

وزارتِ صحت کے اشتراک سے سعودی عرب کے اعلیٰ سطحی وفد نے پاکستان کی معروف فارماسیوٹیکل کمپنیوں سے ملاقات کی۔ ملاقات میں پاکستان میں ویکسین تیار کرنے والی کمپنیوں کے مالکان بھی شریک ہوئے۔ وفد نے پاکستان کی ویکسین سازی کی صلاحیتوں اور فارماسیوٹیکل انڈسٹری کی کارکردگی کو سراہتے ہوئے حکومتِ پاکستان کے صحت کے شعبے میں انقلابی اقدامات اور موجودہ کاروباری ماحول کی تعریف کی۔ سعودی وفد نے کہا کہ باہمی تعاون سے دونوں ممالک ویکسین کے شعبے میں خودکفیل ہو جائیں گے۔ وزیر صحت مصطفیٰ کمال نے کہا کہ مقامی ویکسین تیاری سے قیمتی زرمبادلہ بچے گا اور پاکستان مقامی طور پر ویکسین کی پیداواری صلاحیت حاصل کر کے خودکفالت کی جانب تیزی سے گامزن ہے۔ مقامی طور پر ویکسین تیار کرنے کے تمام تر عملی اقدامات کو یقینی بنایا جا رہا ہے۔

وزیر صحت مصطفیٰ کمال نے سعودی وفد سے گفتگو کرتے ہوئے کہا کہ سعودی عرب کے ہیلتھ منسٹرز اور منسٹر آف انڈسٹریز سے ویکسین کی مقامی تیاری پر متعدد بار ملاقاتیں ہو چکی ہیں۔ پاکستان کی آبادی تقریباً 24 کروڑ ہے اور یہ دنیا کا پانچواں بڑا ملک ہے۔ ہر سال تقریباً 62 لاکھ بچے پیدا ہوتے ہیں — پاکستان ہر سال نیوزی لینڈ جتنی آبادی کا اضافہ کر رہا ہے۔ حکومت شہریوں کو 13 اقسام کی ویکسین مفت فراہم کرتی ہے، تاہم ان میں سے کوئی بھی ملک میں تیار نہیں ہوتی بلکہ عالمی اداروں کے تعاون سے درآمد کی جاتی ہے، جس پر سالانہ تقریباً 400 ملین امریکی ڈالر خرچ ہوتے ہیں۔ اس لاگت کا 49 فیصد بین الاقوامی شراکت دار ادا کرتے ہیں جبکہ 51 فیصد حکومت خود برداشت کرتی ہے۔
تاہم 2031 کے بعد بین الاقوامی شراکت داروں کی امداد ختم ہو جائے گی اور حکومتِ پاکستان کو ویکسین کی تمام لاگت اپنی معیشت سے برداشت کرنی ہوگی۔ مقامی ویکسین تیار نہ ہوئی تو سالانہ لاگت 1.2 ارب ڈالر تک پہنچ سکتی ہے جو قومی معیشت پر ایک بڑا بوجھ ہوگا۔ وزیراعظم شہباز شریف کی قیادت میں وزارتِ صحت نے ان چیلنجز سے نمٹنے کے لیے جنگی بنیادوں پر اقدامات شروع کر دیے ہیں اور 13 بیماریوں کی ویکسین کی مقامی تیاری کے لیے عملی پیش رفت جاری ہے۔ صحت کے شعبے میں پاکستان اور سعودی عرب کا اشتراک خطے کے لیے مثال بنے گا۔

وزارتِ صحت کے اشتراک سے سعودی عرب کے اعلیٰ سطحی وفد نے پاکستان کی معروف فارماسیوٹیکل کمپنیوں سے ملاقات کی۔ ملاقات میں پاکستان میں ویکسین تیار کرنے والی کمپنیوں کے مالکان بھی شریک ہوئے۔ وفد نے پاکستان کی ویکسین سازی کی صلاحیتوں اور فارماسیوٹیکل انڈسٹری کی کارکردگی کو سراہتے ہوئے حکومتِ پاکستان کے صحت کے شعبے میں انقلابی اقدامات اور موجودہ کاروباری ماحول کی تعریف کی۔ سعودی وفد نے کہا کہ باہمی تعاون سے دونوں ممالک ویکسین کے شعبے میں خودکفیل ہو جائیں گے۔ وزیر صحت مصطفیٰ کمال نے کہا کہ مقامی ویکسین تیاری سے قیمتی زرمبادلہ بچے گا اور پاکستان مقامی طور پر ویکسین کی پیداواری صلاحیت حاصل کر کے خودکفالت کی جانب تیزی سے گامزن ہے۔ مقامی طور پر ویکسین تیار کرنے کے تمام تر عملی اقدامات کو یقینی بنایا جا رہا ہے۔
