The Agency of Administration, including our five departments, supports the operations of Vermont’s Executive Branch. By providing all State agencies and departments with clear and consistent operational policies, guidance and resources, we ensure the State can efficiently and effectively serve the people of Vermont.
Agency Services
Policy Bulletins and Directives
The Secretary of Administration is responsible for issuing, rescinding and maintaining administrative bulletins and directive memos. These relay policy statements, rules and regulations applicable to the Executive Branch of the State government to implement executive orders or legislative mandate. Current bulletins govern procurement and contracting procedures, grant issuance and monitoring, and management and employee procedures, such as travel and expense policy, delegation of authority, and more. Directives generally provide state employees with guidance, procedures and protocols required for general operations. They often cover issues like hiring, compensation, training, and more.

State Liability and Workers' Compensation
The Agency’s Office of Risk Management receives and manages liability claims filed against the State and related to state employee workers’ compensation needs. They manage the State’s commercial insurance policies and fulfill requests for certificates of insurance. And they also manage the State’s self-insured workers’ compensation program, workplace safety and safety training.

Provides accounting and budget support for the Agency of Administration's offices and departments.
Office of Disaster Recovery
Coordinates resources and supports individuals, businesses, and communities affected by floods, storms, and other disasters.
Office of Racial Equity
Provides training, policy guidance and research to help the State advance equity in its work.
Office of Risk Management
Manages liability claims, the State's commercial insurance, the State's self-insured workers' compensation program, and workplace safety and training.
