Biography
Hayley Kelly started as Chief People Officer of the Planning Inspectorate in April 2024. She comes to this role from UK Export Finance where she led cross-cutting HR projects, prior to that she was Head of People for the UK Trade Remedies Authority.
Having started her Civil Service career in 2000 as an Administrative Officer in Defence, Hayley brings a breadth of experience in HR and transformation from across the public sector. She is particularly passionate about supporting organisations to create inclusive and empowering working environments.
Hayley is also a Co-Opted Non-Executive Board Member for the Security Industry Authority, offering valuable insight to their People Committee.

The Planning Inspectorate deals with all planning appeals in England, including national infrastructure planning, listed building appeals and rights of way orders.
This role attends the Planning Inspectorate board meetings as a member.
