The National Action Plan on Women, Peace and Security

The Fourth Generation National Action Plan on Women, Peace and Security (NAPWPS) represents a decade-long commitment of the Philippine government to advancing the Women, Peace and Security Agenda. It has Four Pillars: 2 Substantive and 2 that provide Support, with a total of 26 Action Points. This policy instrument is complemented by various policy instruments such as
United Nations Security Council Resolutions (UNSCR) 1325 and 1820,
the Magna Carta of Women, and the Joint Memorandum Circular 2014-01 between the OPAPRU and the Philippine Commission on Women, among others.
The 2023-2033 Plan adopts a whole-of-nation approach and aims to strengthen government collaboration with civil society organizations, ensuring its effective implementation that will result into meaningful impacts on the lives of women in all their diverse and intersecting identities, especially those in conflict-affected and vulnerable areas, recognizing their diverse and intersecting identities.
SUBSTANTIVE PILLAR 1: EMPOWERMENT AND PARTICIPATION
Improves the status of women and promote their active role as change agents through integrating a gender approach across all stages of the peace process.
SUBSTANTIVE PILLAR 2: PROTECTION AND PREVENTION
Comprehensively protects the human rights of women in all their diverse and intersecting identities, particularly those in conflict-affected and vulnerable situations, by preventing violence, prioritizing access to justice, involving civil society, and safeguarding duty-bearers through protocols and integration into national frameworks. There are also two (2) support outcomes to fulfill the two primary outcomes:
SUPPORT PILLAR 3: PROMOTION AND MAINSTREAMING
Highlights government commitment to promoting gender equality and women’s empowerment in peace and security, integrating the WPS agenda across initiatives. It emphasizes elevating women’s roles, addressing vulnerabilities, and advocating for gender perspectives in policy, while prioritizing women’s leadership and participation in emerging issues.
SUPPORT PILLAR 4: MONITORING AND EVALUATION
Recognizing opportunities from the implementation of the third generation NAPWPS, a comprehensive MEAL system is developed for the 2023-2033 National Action Plan—moving beyond traditional approaches to include accountability and learning. This shift recognizes the complexity of WPS interventions, aiming to enhance transparency, effectiveness, and adaptive learning, while incorporating CSO expertise for a more inclusive assessment process.
