Integrated Resource Plan (IRP)
An integrated resource plan (IRP) is a roadmap for meeting forecasted electricity demand. New Illinois law tasks the Illinois Commerce Commission (ICC) Staff, the Illinois Power Agency, the Illinois Finance Authority, and the Illinois Environmental Protection Agency (collectively, the Agencies) with proposing an IRP that is likely to serve Illinois customers in a manner that is adequate, safe, reliable, affordable, efficient, environmentally sustainable, at the lowest cost over time, and consistent with the energy policy goals of the State. The IRP process provides regulators and stakeholders with information on power demand, reliability, resource adequacy, costs, risks, and other important factors affecting Illinois utility customers.

This combined IRP and Mitigation Plan virtual workshop will focus on scenario design. An overview of stakeholder feedback received during prior ICC and IPA workshops will be provided as well as draft recommendations for scenario topics and key drivers for modeling purposes. Stakeholders will be invited to provide input on the proposed recommendations.
Workshop materials are expected to be released approximately one week in advance, with a follow-up communication issued once materials are available.

Illinois Resource Cost Workbook (Assumptions Workbook)
This combined IRP and Mitigation Plan virtual workshop will focus on proposed updates to the candidate resource types to be used, including Distributed Energy Resources (DERs) and Virtual Power Plant (VPP) definitions. Stakeholder feedback on the proposals, along with supporting data and modeling assumptions (e.g., VPP modeling), including development timelines and cost assumptions for emerging technologies will be invited.

Background
The Clean and Reliable Grid Affordability Act (CRGA,
Public Act 104-0458
) was enacted on January 8, 2026, and will be effective June 1, 2026. CRGA amends the Illinois Public Utilities Act (220 ILCS 5) to include, among other things, Sections 16-201 and 16-202, which pertain to IRPs that will “plan for sufficient electricity resources to serve Illinois customers in a manner that is adequate, safe, reliable, affordable, efficient, environmentally sustainable, at the lowest cost over time, and consistent with the energy policy goals of the State, including, but not limited to, the clean energy policy established by Public Act 102-0662.”
The Agencies, coordinated by ICC Staff, are required to propose an IRP, the first of which is due to the ICC on November 15, 2026. The second IRP report will be due September 30, 2029, with subsequent reports every four years thereafter. The ICC has 180 days from the IRP report submission to approve the IRP, with or without modification. If needed, the ICC may extend the IRP approval process by an additional 180 days.
