Zoning process
The Philadelphia City Planning Commission (PCPC) advises the
Zoning Board of Adjustment (ZBA)
, applicants, and community groups about zoning cases. PCPC has to review some plans before the
Department of Licenses and Inspections (L&I)
will accept them.
L&I is responsible for administering the
zoning code
. L&I ensures public safety by issuing permits and licenses and providing inspections.
You can
appeal an L&I refusal
to the ZBA
,
an independent board. The public can
participate in ZBA hearings
.
