Federal strategic sourcing initiative
Strategic sourcing is the structured and collaborative process of critically analyzing an organization’s spending patterns to better leverage its purchasing power, reduce costs and improve overall performance. The primary goals of the Federal Strategic Sourcing Initiative (FSSI) are to:
Strategically source across federal agencies
Establish mechanisms to increase total cost savings, value, and socioeconomic participation
Collaborate with industry to develop optimal solutions
Share best practices
Create a strategic sourcing community of practice
Current FSSI commodity solutions
Building maintenance and operations
The building maintenance and operations, or BMO, strategic sourcing solution helps agencies reduce costs of services to maintain and operate federal buildings and assets. Currently, BMO services cover nearly half the nation with both unrestricted and
small business
vehicles.
Wireless FSSI
Save 15-20% by using the Wireless Federal Strategic Sourcing Initiative Blanket Purchase Agreement (FSSI BPA). Easily select the best customized solution when you consolidate multiple wireless services, plans and devices. Federal agencies and state and local governments may use the Wireless FSSI BPAs, which are based on GSA’s Information Technology Schedule 70.
Maintenance Repair Facility Supplies
The Maintenance Repair Facility Supplies, or MRFS, purchasing channel is a strategic sourcing and category management solution created to streamline the process of purchasing maintenance, repair, janitorial, and sanitation products governmentwide. Benefits include low to no minimum orders, small-business participation, order status and tracking provided, streamlined product offerings and the
blanket purchase agreement
reduces the need for standalone agency contracts.
Office supplies
The Federal Strategic Sourcing Initiative office supplies, or OS4, solution was the result of a collaborative team effort among 16 agencies across the federal government. This program balances low prices with socioeconomic and environmental goals.

Additional terms and conditions
Traveler reimbursement is based on the location of the work activities and not the accommodations,
unless lodging is not available at the work activity, then the agency may authorize the rate where
lodging is obtained.
Unless otherwise specified, the per diem locality is defined as
"all locations within, or entirely
surrounded by, the corporate limits of the key city, including independent entities located within
those boundaries."
Per diem localities with county definitions shall include
"all locations within, or entirely
surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties,
including independent entities located within the boundaries of the key city and the listed counties
(unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is
located partially within more than one city or county boundary, the applicable per diem rate for the
entire installation or facility is the higher of the rates which apply to the cities and / or counties,
even though part(s) of such activities may be located outside the defined per diem locality.
