Program Overview
Beginning July 1, 2025,
Senate Bill 25-247
replaces the State Tuition Assistance (TA) program with the
State Tuition Waiver
. This is a new, separate program; credit hours from the previous TA program do not transfer.

for eligible Colorado National Guard (CONG) members.

Covers undergraduate and graduate credit-bearing courses within an approved degree plan.
Flexibility:
Applies to part-time or full-time enrollment for Fall, Spring, and Summer terms.

Valid only at state-approved public
Designated Institutions of Higher Education (DIHE)

What is NOT Covered
Mandatory fees, textbooks, or other educational expenses.
Professional or standalone licensures.
Out-of-state tuition (Members must establish and document in-state residency).
Non-credit bearing or non-degree-related courses.

and are subject to legislative funding and institutional enrollment caps. Approval for one semester does not guarantee approval for the next.

Critical Note: Enrollment has been shortened from 30 to 20 days to allow for adequate review time. Incomplete applications cannot be adjusted by the DMVA after submission.
Application Requirement:
Tuition waivers are not automatic or guaranteed. Every service member must submit a new and separate application for each semester (Fall, Spring, and Summer) in which they intend to use the waiver.
Why a New Application is Required Each Term:
Funding Availability: Each semester’s budget is independent. Approval for one term does not reserve funds for the next.
Enrollment Caps: Institutional student caps reset or fluctuate annually. Your eligibility must be verified as regards to the school's current capacity for that specific term.
Active Status Verification: The DMVA must verify that you remain in good standing with the Colorado National Guard and meet all readiness requirements at the start of every enrollment period.
Class-Specific Funding: Because you must list all specific courses for the term, the DMVA requires a new submission to ensure the credits align with your degree pathway and credit hour limits.
Pro Tip: Mark the enrollment windows (June, November, and April) on your personal calendar. If you skip a semester’s application window, you will be responsible for the full tuition cost for that term.

Before Applying:
Acceptance to a Designated Institution of Higher Education (DIHE): Applicants must be officially accepted to one of the approved Designated Institutions and upload the acceptance letter or proof of current attendance.

Proof: A screenshot showing your name and "Submitted" status. The screenshot must be current and aligned with your dates of attendance at the DIHE.
Service members must establish and maintain In-State residency with the participating Designated Institution of Higher Education (DIHE) before applying for the Colorado State Tuition Waiver Program. Service members are encouraged to verify their residency status with their school's registrar early to ensure eligibility for the upcoming academic term.

Proof of Basic Training Completion: Official documentation showing completion (except ROTC Cadets).
Proof of ETS or MRD: Full documentation with all pages showing current ETS or MRD date.
If your ETS is during the semester, you must provide re-enlistment paperwork or a Commander’s Memo.
Transfers from Other States or Active Duty: Service members transferring into the Colorado National Guard must provide official documentation verifying their current enlistment within the state (e.g., an NGB 22-5 or IST paperwork).
Training Requirements: If your Military Occupational Specialty requires additional training after Basic Training, you must provide proof of completion (DD214 or Joint Service Transcript) to be eligible for the waiver. Application will be denied if all training requirements have not been met.
After Applying:
The Award Letter/FERPA Form: If you are approved to receive Tuition Waiver funds, you are required to sign and submit the FERPA Authorization Form to your school official or Bursar’s Office by the add/drop date. Failure to do so will result in the cancellation of your waiver. This form is sent to you via email by the Tuition Waiver Manager if your application is approved.

Understanding Student Enrollment Caps
In accordance with SB 25-247, the program manages funding through Student Enrollment Caps at each participating institution:
How Caps are Calculated: Each school is assigned a maximum number of CONG service members it can support per semester, based on the average attendance of the three most recent Fall semesters.
Impact on Applicants: Once a school reaches its enrollment cap, no additional tuition waivers can be awarded for that semester, even if the applicant is otherwise eligible.
Planning Ahead: Enrollment caps are updated annually. If your preferred school has met its cap, you may explore alternative funding or consider a different eligible institution.

To help you navigate the new Senate Bill 25-247 requirements, we’ve compiled the most common questions regarding the transition from Tuition Assistance to the Tuition Waiver.
Eligibility & Application
I used State Tuition Assistance (TA) in the past. Does that count against my new credit hour limits?
No. Tuition Assistance credit hours used previously do not transfer over or count toward the new Tuition Waiver credit hour caps. You start with a clean slate under the new program.
Do I have to qualify for financial aid to get the waiver?
No. You are only required to apply for FAFSA or CASFA and provide proof of submission. You do not need to actually receive or qualify for a specific dollar amount of aid to remain eligible for the waiver.
What happens if I miss the 20-day enrollment window?
The enrollment windows are firm to ensure the DMVA has enough time to process applications before the semester starts. If you miss the window, you will need to wait until the next open enrollment period.
Coverage & Costs
Does the waiver cover my student fees or books?
No. The waiver covers in-state tuition only. Mandatory fees, textbooks, and equipment are the responsibility of the service member. We highly recommend applying for Federal TA or Colorado State Grants to help cover these additional costs.
Is the waiver available for part-time students?
Yes. The Tuition Waiver can be applied to both part-time and full-time enrollment, provided the courses are specific to completing your degree or certificate program.
Payments
How and when is my tuition waiver paid?
How are funds disbursed to my school? The DMVA processes all payments via CORE, the state's financial system. Once the
Department of Higher Education (DIHE)
or your specific institution submits a final, verified invoice for the term, the
DMVA will pay the institution directly
.
When will the payment be finalized?
Payments are typically disbursed after the add/drop period once the "Last-Dollar" rule is applied—meaning the waiver is calculated after all FAFSA, CASFA, and Pell Grants have been processed. Current audit targets aim to have all fund distributions and CORE payouts verified within
30–45 business days
of the end of the term.
Why hasn't my school received my payment yet?
Delays often occur if the institution has not yet submitted the final semester invoice or required FERPA documentation. For example, a "Failed" status in an audit is often triggered if the DIHE has yet to submit a final invoice or if a signed FERPA Authorization Form is not on file.
Academic Requirements
What if I need to drop a class?
You must drop courses during your institution's official add/drop period. If you withdraw from a class after the add/drop date, you may forfeit your waiver and be required to repay the institution for the tuition cost of that course.
Can I use the waiver for a second degree at the same level?
The program prioritizes those seeking their first degree at any given level. While you can apply for a second degree, your application will only be reviewed after all first-degree seekers have been accommodated, and only if funding and institutional caps allow.
FERPA
What happens if I don't submit my FERPA form on time?
Failure to submit your official Authorization/FERPA Form by your institution's add/drop date will result in the cancellation of your Tuition Waiver approval. This form is a mandatory audit requirement to ensure the DMVA can legally verify your eligibility and process payments with your school.
How do I receive the Authorization/FERPA Form?
This form is sent to you via email by the Tuition Waiver Manager once your application has been reviewed and approved.
Why is this form required?
The audit process requires a signed
FERPA Authorization Form
to be on file for every applicant. Without this document, the DMVA cannot receive the necessary invoices from your institution to complete the fund disbursement. Missing documentation is a primary reason for "Failed" audit statuses and the subsequent loss of funding.
Transfers & Re-enlistment
I just transferred to the Colorado National Guard from another state. How long do I have to wait to apply?
There is no waiting period. As long as you have completed Basic Training and have your IST (NGB22-5) paperwork, you are eligible to apply immediately.
My ETS date is in the middle of the semester. Am I still covered?
You must provide documentation (Re-enlistment paperwork or a Commander’s Memo) showing that you will remain in active status through the end of the semester. If you do not plan to re-enlist, you are not eligible for the waiver for that term.

Transfers & Re-enlistment
I just transferred to the Colorado National Guard from another state. How long do I have to wait to apply?
There is no waiting period. As long as you have completed Basic Training and have your IST (NGB22-5) paperwork, you are eligible to apply immediately.
My ETS date is in the middle of the semester. Am I still covered?
You must provide documentation (Re-enlistment paperwork or a Commander’s Memo) showing that you will remain in active status through the end of the semester. If you do not plan to re-enlist, you are not eligible for the waiver for that term.
