If you are a landlord or child care provider who will
not be doing any repairs on your building
, you only need an
IRC Practices certificate
to perform the IRC Practices on your building.
Training for RRPM Licenses or a UCCO Certificate
To become a licensed
Lead-Safe RRPM Supervisor
,
Lead-Safe RRPM Firm – Landlord
, or a
certified UCCO
, you must complete the steps below.
Please note that if you are applying for the
Lead-Safe RRPM Firm license
, you do not need training certificates. However, firms must have at least one licensed Lead-Safe RRPM Supervisor on staff who is required to be on the jobsite the entire time RRPM work is underway.
Apply for the Lead-Safe RRPM Firm license
Step 1: Complete an RRPM or RRP lead renovator training course
This course is titled “Lead Renovator,” “RRPM” or “RRP.” These are different names for the same course. You can use the training certificates from these courses to apply for RRPM licenses in Vermont.
Initial RRP course
You will need to take the initial RRP course if you have never taken the RRP lead renovator course before or if your RRP lead renovator training certificate has expired.
The initial RRP course takes eight hours.
You can take the course in Vermont or another state as long as it is through an EPA-accredited RRP Lead Renovator training provider or
accredited by a state that has adopted the EPA’s RRP authority
.
Choose an 8-hour course labeled “Lead Renovator,” “RRPM” or “RRP” and be sure it is an
initial
course (not a refresher).
If you also need to take the IRC Practices training course (see step 2 for more information).
Initial RRP training certificates are valid for five years.
Find an initial RRP training course
Keep your training certificate up to date.
You cannot use your license if your training certificate expires
. Be sure to take the refresher course before your current certificate expires. If your certificate expires, you’ll be required to retake the initial 8-hour course.
RRP refresher course
If you are renewing your RRP training certificate, you will need to take an RRP refresher course.
The RRP refresher course takes four hours.
There are both in-person and online options.
The in-person refresher course is valid for five years.
The online refresher course has no hands-on component, which means it is only valid for three years.

refresher
course.

Step 2: Complete the Inspection, Repair, and Cleaning (IRC) Practices training course
If you have an IRC Practices certificate that is
not expired
, you can skip this step.
The IRC Practices training course is two hours.
There are online and in-person options.
Once completed, your certificate will be emailed to you. It is valid for five years.

Step 3: Review the RRPM information sheet
Review
Vermont RRPM Regulations for Workers
, which lists the differences between the Vermont RRPM regulations and the U.S. EPA RRP regulations.
You will need to answer test questions based on this information before you can apply for RRPM licenses or a UCCO certificate.
Step 4: Apply for RRPM licenses or a UCCO certificate
After receiving both your RRP training certificate and IRC Practices certificate, you are eligible to apply for the Lead-Safe RRPM Supervisor or RRPM Firm – Landlord license or the UCCO certificate.

Training for an IRC Practices Certificate
The IRC Practices training course is offered in person and online. The total time for the course and test is about two hours. You need to register for a course through the ALRP Licensing and Permitting Portal. You will need to create an account if you don't have one.
Online IRC Practices Training Course
The online option is a self-paced course with an optional live 1-hour question-and-answer (Q&A) session.
Register for a Q&A session.
You need to register for a Q&A session even if you don’t plan to attend
.
Sessions are offered most Thursdays at 2 p.m. and Fridays at 10 a.m. They are online using Microsoft Teams with an option to call in by phone.
After you register, you will receive a link and call-in number for the Q&A session.
These sessions are an open discussion hosted by members of the Asbestos and Lead Regulatory Program. Please come prepared with questions.

IRC Practices Course Manual
– this manual prepares you for the IRC Practices training and serves as a resource when you perform IRC Practices on pre-1978 rental housing and child care facilities.

If you are a landlord or child care provider who
will be doing any repairs to more than 1 square foot of painted surfaces

Where to Find RRP Training Courses
There are several options for initial and refresher RRP training courses. You are allowed to take the RRP training course in other states. For example, you can take the course in New York, New Hampshire or Massachusetts and then apply for a Lead-Safe RRPM Supervisor license in Vermont.
