Q. What's the relation between World Government and WCPA?
On June 30, 1977, following the adoption of the
Constitution for the Federation of Earth

Second World Constituent Assembly
designated
World Constitution and Parliament Association (WCPA)
as the continuing agency to organize and develop all aspects of its plan to obtain the ratification and implementation of the constitution, in accordance with the provisions of Section 19.1 of Article 19 of the constitution.

Q. Why the 'World Constitution' and not 'Earth Constitution' or 'Global Constitution'?
The concept of "World" has been expanded in the constitution to include Earth’s Moon and our solar system.
The term 'World Constitution' more accurately reflects the constitutional framework that governs human activity not just on Earth, but across the Moon and the entire solar system and beyond. Additionally, this aspect of the constitution provides legal protections against the growing threat of space warfare, including use of nuclear weapons and other weapons in space. If the constitution were called the 'Earth Constitution' or 'Global Constitution', it would suggest that its scope is limited solely to Earth, which contradicts the expanded provisions of the constitution which encompasses Man-made satellites, Earth's moon and our inter-planetary and cosmic explorations and research.
Lesser-Known Fact:
Constitution for the Federation of Earth
formally refers to the constitution as the 'World Constitution' 85 times and as 'Earth Constitution' only twice (in a single statement of Section 17.1.11, a section which is an addition from the 4th WCA amendments) in the entire text of the Constitution.
