Biography
Tom began his Civil Service career in 2006 following experience in the finance sector. He started at the Planning Inspectorate as a Case Officer handling enforcement appeals before moving into a policy role. In 2010, Tom joined the Infrastructure Planning Commission, where he completed an MA in Town and Country Planning. Returning to the Inspectorate in 2012, he held senior positions including Head of National Infrastructure Operations, Service Transformation Lead, and Head of Planning Casework Operations. From April 2024, Tom served as Head of the Planning and Environment Appeals Service, overseeing the end-to-end delivery of all appeals.
Tom is a Magistrate sitting in the criminal court across the Avon, Somerset and Gloucestershire bench.
Interim Chief Operating Officer, Planning Inspectorate
The Planning Inspectorate deals with all planning appeals in England, including national infrastructure planning, listed building appeals and rights of way orders.
